This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation 52SBNB760162 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This action is being done under Simplified Acquisition Procedures. The Standard Industrial Classification (SIC) code is 3827. The small business size standard is 500 employees. This procurement is being advertised as full and open competition. CLIN 0001 is for one each Optical Spectrum Analyzer consisting of the following specifications: Resolution must be less than or equal to 0.05 nanometers; Wavelength range must be 350-1750 nanometers; Maximum power range must be greater than 15 Decibel Milliwatts;Minimum power range must be less than -90 Decibel Milliwatts; Polarization independence must be less than +-0.05 Decibel; Must have a built-in high quality fast printer; Must have a built-in floppy drive; The floppy must be easily transferable to a Personal Computer and have standard format (TIFF, ASCII, or bitmap); Screens must be large (greater than 9"), color and clear; The equipment has to be easy to use, Vendor shall provide a warranty covering parts and labor for at least one year and a three year extended warranty. F.OB. Point: Destination, Gaithersburg, Maryland. Delivery Required: within two days after contract award. Inspection and acceptance will be at destination. The provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items are applicable to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, and the clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, apply to thisacquisition. Evaluation of Commercial Items: Offerors are advised that award may be made without discussions. The Government will award to the responsible offeror who proposal meet the technical and past performance requirements of the RFP and is most advantageous to the government.. Offerors responding to this RFP must submit unit and extended price for all requested items, prompt payment terms, past performance information, product literature, and a completed copy of the provision at FAR 52-212-3, Offer Representations and Certifications- Commercial Items (available at www.nist.gov/admin/od/contract/contract.htm), with their quotation.
