scott.raoul@epamail.epa.gov. The U.S. EPA National Risk Management
Research Laboratory requires the use of any isotope ratio mass
spectrometer (IRMS). The initial applications for the IRMS in our
laboratory will focus on both natural and enriched carbon and nitrogen
isotopic compositions of individual peaks resolved by gas
chromatography from environmental and laboratory generated samples. The
samples can include gas, liquid, or solids for analysis. Examples of
species of interest are nitrate, bicarbonate, methane, carbon dioxide,
nitrogen, nitrous oxide, and complex organic compounds such as
petroleum, pesticides, or explosives. The system will interface a gas
chromatograph (GC) with the IRMS via combustion interface in tandem
with a bench top mass spectrometer to allow detection and
identification of peaks eluting from the GC. The elemental analyzer
portion of the system will be used to prepare samples not suitable for
GC analysis. The total system must be capable of simultaneous
acquisition of isotopic analysis and compound identification by
electron impact or chemical ionization mass spectrometry. The system
should be capable of operating over a wide range of isotopic abundances
from naturally occurring to enrichments on the order of several atom
percent. A computer data system will control the various components and
provide fro data acquisition and manipulation. The solicitation will be
processed as a commercial item using FAR Part 12 procedures. It is
anticipated that the solicitation shall be issued on 6/05/97 with
proposals due on 06/23/97. All requests for the solicitation 97-R-03
