This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for proposal, numbered F4621-97-R5023 which seeks proposals based on information contained in this synopsis. This synopsis and incorporated provisions/clauses are in effect through the Federal Acquisition Circular 90-46. The Standard Industrial Classification (SIC) for this acquisition is 3571. The Small Business Size Standard is 1000 people. This is not a small business set-aside. The Governent intends to purchase one (1) ea Unisys 2200/300 1x1x2 System, style 223112; two (2) ea Disk Drive Module 4.2gb, style OSD4100-S80; one (1) ea 9 Track Open Reel Tape Drive, style 4125-ORT; one (1) ea Operating System, OSG Heritage M31, style H9824-M31; one (1) ea Dev AID: IPF MXD/501SE, style IPF2200/51S; one (1) ea 9 Track Tape Drive Software Driver, style 4125-SW2; six (6) ea Open Transport Services (OTS), style 48-0241-934; six (6) ea INFOCONNECT PEP, style 48-0245-935; and one (1) ea Printer 16 PPM Laser, style UDS9616-RE1. Delivery schedule is 30 calendar days after contract award, or sooner. Delivery to include Turnkey installation by the contractor, to HQ AIA, DET 2/SSP, 491 Peshawar St, San Antonio TX 78243-7145, Attn: SSgt Gatch, (210)977-4125, FOB POINT DESTINATION. This acquisition will be processed using the simplified acquisition procedures. The Governent intends to negotiate a sole source contract, under the authority of FAR 6.302, with Unisys Federal Systems, Reston, VA, due to compatibility with the current system. Should offers be received from other than the sole source, Unisys Federal Systems, the Government will consider all the replacement costs during evaluation with award made to the lowest TOTAL evaluated cost to the Government. The costs reviewed will include cost associated with a complete system, software and maintenance replacement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to date of closure will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
