Strategic Defense Command is modifying the requirements released in the
15 Nov 96 Commerce Business Daily for the Program Executive Office, Air
and Missile Defense, Theater High Altitude Area Defense Project Office
(THAAD PO). System support for accreditation/validation of models and
simulations is deleted from the original requirement. The synopsis is
revised to read as follows: Software independent verification and
validation (SIV&V) for the Engineering Manufacturing Development (EMD)
phase of the THAAD system. Key areas of this effort include:
application of proven verification and validation methodologies and
tools to systems and computer software; independent appraisal of the
developments, processes, procedures, support items, and products of
systems and their associated computer software with major emphasis on
achieving correct system performance and high levels of site quality;
verification of system technical requirements, software analysis and
design evaluation, sizing and timing studies, test evaluation,
verification of software quality; verification of specifications,
analysis of system/software documentation, review of configuration
management procedures, program test and evaluation, and technical
writing for a wide range of digital equipment, such as radar
command/control and communication, position/navigation, fire control,
and tactical computer systems; and continued development and upgrade of
test beds and system simulations. A broad range of labor categories are
required to perform the proposed acquisition. These include: Program
Manager, Senior Engineer/Scientist, Senior System Engineer, Senior
System Analyst, Senior Specialty Engineer, Specialty Engineer,
Engineer/Scientist, System Analyst, Assistant Engineer/Analyst,
Technician, and Administrative. The labor categories must cover the
areas stated above. A range of skill levels must be provided in all of
the categories for efficient accomplishment of this effort. The effort
is expected to require an 8 year period of performance (4-year basic
and 4-one year options) from 1998 to 2005. This solicitation will be
limited to small-businesses and the prime contractor will be required
to comply with FAR52.219-14, "LIMITATION OF SUBCONTRACTING", which
requires that at least 50% of labor dollars must be performed by the
prime contractor. The Standard Industrial Classification (SIC) Code is
8731 and the standard size is 1000 employees. Foreign participation
will not be allowed. THIS IS ONLY AN ADVISORY NOTIFICATION THAT THE
REQUIREMENT HAS BEEN MODIFIED; NOT A REQUEST FOR PROPOSAL. The
solicitation synopsis for this action and the solicitation synopsis for
the deleted simulation effort will be released in approximately 30
days. The deleted effort will be titled
"Simulation/Hardware-in-the-loop". The acquisition strategy for this
effort remains the same, however, the strategy for the
Simulation/Hardware-in-the-loop effort is being evaluated. NO TELEPHONE
