modification to the combined synopsis/solicitation for On-Line Data
Base Service for commercial items previously issued on Thursday, April
24, 1997 and amended Tuesday, April 29, 1997. The request for proposal
is amended as follows: 1. Add a line item for a three month development
period relative to peer-to-peer communications. 2. The option clause
previously stated as 52.217-9 is deleted in it's entirety. The contract
performance period will be continuous from time of award through
September 2001. The contractor shall take into account the breakout of
Government fiscal years as follows: October 1, of one year through
September 30, of the following year constitutes a fiscal year. The
pricing structure is described as follows: THE ESTIMATES REFLECT A ONE

following clauses are added 1. 52.216-18 ORDERING (Any supplies and
services to be furnished under this contract shall be ordered by
issuance of delivery orders or task orders by the individual or
activities designated in the schedule),2. 52.216-19 ORDER LIMITATIONS
(When the Government requires supplies or services covered by the
contract in the amount of less than 2429 queries per year after the
initial order for the three month development period, the Government is
not obligated to purchase, nor is the contractor obligated to furnish,
those supplies or services under the contract). 3. 52.216-22
INDEFINITE QUANTITY (This is an Indefinite Quantity contract for the
supplies or services specified, and is effective for for the period
stated, in the Schedule. The quantities of supplies and services
specified in the Schedule are estimates only and are not purchased by
this contract. IMPORTANT QUESTIONS FROM THE PRE-PROPOSAL CONFERENCE ARE
LISTED AS FOLLOWS: 1. How many total users are on the Treasury
Enforcement Communication System (TECS)? As of May 6, 1997, there were
30935 active users at 2431 sites. There is no expectation that the
number of sites will increase over the life of the contract. 2. What is
the system level protocol required for peer-to-peer transmission? TECS
uses LU6.2 for peer-to-peer communications. LU6.2 IS THE COMMUNICATION
PROTOCOL THAT WILL BE USED FOR THIS CONTRACT. 3. What is the
development period? A three month period in which U.S. Customs teams
with the contractor to test software and develop the system for
compatibility. The contractor will put their system through the
following test: 1. Development, 2. System Acceptance Test, 3. Quality
Assurance Testing and 4. Final Production Connection. The closing date
is changed from: 29 May 1997 to: 10 June 1997. The time for receipt of
proposals remains 3:30 pm local time. Proposals shall include an
acknowledgement of Amendment 0002 to the solicitation. Proposals shall
be submitted to U.S. Customs Service, Field Procurement Services
Group, Attention: Clarence W. Abernathy, 6026 Lakeside Blvd.,
Indianapolis, Indiana 46278. All other terms and conditions of th
