Guam solicitation, jgamble@dfsc.dla.mil. 1. Requirement -- Operation,
maintenance and protection of Defense Fuel Support Point Guam, Piti,
Guam. This procurement is being conducted in accordance with the
provisions of Office of Management and Budget (OMB) Circular A-76.
Competition will involve a two-step evaluation process wherein the
winning contractor offer will have to compete with an offer by the
incumbent governmental entity. In the event the contractor's offer is
successful, a two-year fixed price contract, with three one-year
renewal options will be awarded. 2. Contract performance is tentatively
scheduled to begin 01 February 1998, and with the exercise of options,
will continue until 01 February 2003. The Guam terminal covers 942
acres of area and has approximately 1,400,000 barrels (Rated Shell
Capacity) of storage in three tank farms. Products managed are
JP5,JP8,F76,L06,LTL,ASA, and CI. Estimated annual throughput is
2,000,000 barrels for each 12-month period. 3. Offerors to this
solicitation will be required to submit a number of plans with their
offer. These plans include but are not limited to: a. Operation and
Staffing Plan -- Provide number of proposed employees, identified by
wage determination and job classification. Resumes are required for key
personnel. b. Product Quality Surveillance Plan -- Provide a plan that
ensures the quality of government-owned petroleum products at a
minimum in accordance with MIL-HDBK-200, Quality Surveillance Handbook
for Fuel, Lubricants and Related Products. c. Security Plan -- Provide
plan for ensuring the security of the terminal. d. Training Plan --
Provide plan for accomplishing required training, identifying course
title, length, training source, brief description of course, employes
to be trained (by job classification), and frequency of training. e.
Safety Plan -- Provide a detailed safety plan in accordance with
applicable laws and regulations. f. Maintenance Plan -- Provide a plan
for accomplishing periodic scheduled inspections and repairs designed
to preserve and maintain equipment, apparatus, and facilities. g.
Quality Control Plan -- Provide a Quality Control Plan which addresses
methods for meeting performance measures and applicable regulations.
h. Socio-economic Plan -- Describe efforts to ensure that small, small
disadvantaged, and women-owned small business concerns will have an
equal opportunity to compete for subcontract under any resulting
contract. 4. All responsible sources are invited to submit a proposal.
Deadline for the receipt of proposals will be established with the
