VANCIL, 805-982-5050 This Request for Proposal is being issued on a sole source basis to the Chris Company. The Naval Facilities Engineering Service Center (NFESC) entered into a corporate development project with First Force Service Support Group, Camp Pendleton to configure and procure the hardware and software to support a developmental Combat Service Support Operating Center (CSSOC). Military expertise was leveraged to identify performance capabilities and functional requirements. Military and civilian personnel also performed software coding to create a notional system for use in the experimentation and for test/evaluation. In August of FY 96, a CSSOC prototype was developed and successfully tested with a special Marine Air Ground Task Force in February FY 97. At the time of development no documentation was developed. Based on this success, the software architecture documentation and traditional documentation are now required. The required effort includes assessment and review of the asset tracking proposal generated by NFESC. Generation and Architecture definition of the commodity tools for feeder technologies to the CSSOC. Measurement of the effectiveness for the technology focus areas in the tracking proposal and of the commodity tools for feeder technologies to the CSSOC. To accomplish this effort, the Government is proposing to enter into a sole source contract with Chris Company in order to obtain the knowledge and technical expertise of personnel who participated in the project's development and execution.
