Contract Specialist, at (504) 678-2150, ext. 4. This revised synopsis is to change the evaluation factors as listed below. Work includes a phased airside upgrade of equipment for Building 603, 6th floor and includes: (a) replacing the existing multizone air handling units, (b) installing new outside air units, (c) making minor duct modifications and replace the grilles and registers, (d) installing a new airside DDC control system; interface to existing workstation in Building 601, 2nd floor, (e) test and balance the system. Remove the block B & C ceiling insulation located in the return air plenum. New insulation does not form part of this contract. This is a source selection procurement requiring both price and technical proposals. Contract award will be based on the Most Advantageous (Best Value) to the Government, price and other factors considered. Technical evaluation factors include (1) relevant past project performance and experience, (2) resources, (3) project management methods and procedures. Price and technical factors are assigned the same weighting factor of importance. The Government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any and all proposers; to award the contract to other than the proposer submitting the lowest price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT MAY AWARD WITHOUT DISCUSSON OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE, PROPOSALS SHOULD BE SUBMITTED INITIALLY ON THE MOST FAVORABLE TERMS FOR A PRICE AND TECHNICAL STANDPOINT WHICH THE PROPOSER CAN SUBMIT TO THE GOVERNMENT. PROPOSERS SHOULD NOT ASSUME THAT THEY WILL BE CONTACTED OR AFFORDED AN OPPORTUNITY TO QUALIFY, DISCUSS, OR REVISE THE PROPOSAL. Estimated cost range is between $500,000 and $1,000,000.
