Contracting Officer (615-454-7841) This procurement is for the design,
fabrication and installation of a process piping system to transport
process air from an existing piping system to three existing test cells
at the Engine Test Facility, Arnold Engineering Development Center,
Arnold AFB, Tennessee. The new system shall consist of the following
elements: a header, approximately 200 feet long, connected to an
existing 24-inch tee and containing an isolation valve; three connector
legs, each approximately 25 feet long, from the header to existing
lines at the test cells and containing an isolation valve in each
connector leg; and one new isolation valve in each of the three
existing test cell lines. The three existing lines at the test cells
are 12 and 14 inches in diameter. Electrical power cables, from
existing facility interfaces, and locally operated controls are to be
provided for the seven isolation valves. Additionally, an existing
throttle valve in one of the test cell lines is to be relocated. The
new system shall nominally transport up to 50 lbm per sec air at a
pressure of approximately 40 psia and temperatures up to 150 degF.
Structurally, the new system must be designed for pressures between 2
psia and 75 psia and for temperatures between -- -100 degF and 150
degF. Performance period is negotiable. Any responsible firm may submit
a proposal which will be considered. Foreign participation is
authorized. Any firm responding to this announcement should do so in
writing and should indicate whether or not it is a small business and
whether or not it is a small disadvantaged business. An Ombudsman has
been appointed to hear concerns from offerors and potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or the contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
