Ministry of Defense invites bids on a NATO project to provide
automation support for the NATO Maritime Surface Broadcast, Ship-Shor
and Maritime Rear Link (MRL) HF/LF communication system. The system
consists of an Automated Control and Management System (ACMS) at the
NATO Broadcast Control Stations. The ACMS receives messages and
keystreams to be broadcast from other ACMS's, the NATO TARE, local
message handling systems and Communication Centers; having processed
the messages, it broadcasts them to the commands and the surface ships
at sea. The ACMS also receives MRL messages from ashore, and MRL and
Ship-to-shore messages from units afloat. ACMS's may be interconnected
via dedicated encrypted circuits and later via the NATO Initial Data
Transfet System (NIDTS). Connectivity with the HF/LF Transmitters and
Receivers shall be via cryptographically protected circuits. The
Message Handling and Broadcast Controller shall be classified for use
up to the level of NATO SECRET and the information shall be processed
in the System High security mode of operation. The Brass project is
currently divided in three major phases: the Brass Project Definition
being done by NC3A, the Brass Core Capability being implemented by four
Host Nations (Greece, Italy, Portugal and Turkey) an the last phase
comprising Brass installations in the remaining NATO nations with
maritime forces. The installation of the Core Capability will take
place at the following Broadcast Control Stations: COMNAVSOUTH,
COMEDCENT, COMEDEAST, COMEDNOREAST AND CINCIBERLANT. Classified
information to be provided to firms will be NATO Restricted. All
applicants must possess Security clearance of at least NATO SECRET. All
applicants must be certified to compete in NATO ICB by the U.S.
Department of Commerce, Office of Telecommunications. Submit all
