58 -- GPS GUIDANCE PACKAGE REQUEST FOR INFORMATION (RFI) POC Contact, Steven A. Nickle, Phone (703)604-2119 The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) is conducting a market survey requesting industry comments to aid in planning future navigation systems for integration into fixed and rotary wing aircraft, missiles and other services platforms. This is a request for information (RFI) only. This is not a request for proposal or an indication that the Navy will contract for these supplies. The Navy will not pay for information received in response to this RFI. The navigation system shall incorporate the latest Global Positioning System (GPS) functions required for flight operations worldwide in peacetime and hostile environments. The system shall be compliant with FAA/ICAO requirements for GPS as a primary means of navigation and precision approach and shall meet Navigation Warfare (NAVWAR) and GPS Receiver Application Module (GRAM) initiative requirements. The targeted timeframe for system availability is fiscal year 2000. A Non-Development Item (NDI) procurement is anticipated. Reliability and Affordability are paramount. Desired system characteristics include the following: operation in a carrier environment (must perform better than existing navigation systems in all areas); inertial only navigation mode drift rate <1 nm/hr Circular Error of Probability (CEP); Blended (GPS/Organic) navigation mode <16 meters Spherical Error of Probability (SEP); weight<=10 lbs; volume <= 100 cubic inches; Mean Time Between Failure (MTBF) >6000 hours; Fully operational from turn on <4 minutes; The system shall conduct self test, fault isolation, performance monitoring and diagnostics as an integral part of its design; the system should be easily adaptable to a 1553B data bus and platform electrical power requirements. Interested sources should provide general product information meeting the stated requirements (if available). In addition, the Navy would like interested sources to provide responses to the following questions: What is the system error budget planned to meet .2nm/hr CEP? What types of accelerometers are required to meet .2nm/hr CEP and are they available? What is the availability of fiber optic technology and solid state accelerometers to meet the desired schedule? What software techniques may be employed in lieu of hardware improvements to meet precision, navigation and tactical accuracies? What type of manufacturing technology is required to support a repeatable production of your best solution sensor and when will this be available? What is the commercial availability of system components? What is your program/technical plan for new product development that meets or plans for future GPS related capabilities such as NAVWAR,GRAM,Joint Precision Approach Landing System (JPALS),Global Air Navigation System (GANS)? What is the cost of existing systems and/or planned navigation core systems to meet these initiatives? What technology is available or will be developed for migrating other aircraft weapon replaceable assembly (WRA) requirements into a shop replaceable assembly (SRA) for incorporation into a multifunctional WRA or limited number of multifunctional WRAs, i.e. Air Data Computer, Flight Management System, Moving Map Display, Ground Proximity Warning System (GPWS), etc.? How will the proposed delivery schedule (FY 2000) affect cost and performance? How will the desired characteristics described herein affect cost and schedule? What are your primary concerns/questions or other suggestions related to this potential acquisition? Interested sources should submit their responses in writing by 31 July 1997.
