COMMERCE BUSINESS DAILY ISSUE OF JUNE 2,1997 PSA#1857Naval Surface Warfare Center, Carderock Division, 9500 MacArthur Blvd.,
West Bethesda, MD 20817-5700 61 -- BATTERY CHARGERS SOL N00167-97-R-0038 DUE 060697 POC Roger N.
Branstiter (301) 227-3303 Please note that the following questions have
been asked and the answers are provided below. Question 1 -- In the
discussion of the battery charger configuration there is mention of one
charge/discharge unit per cabinet or two charge/discharge units per
cabinet. Is the packaging of one or two unit per cabinet the
contractor's option. Answer -- Yes, it is the option of the offeror to
propose one or two units per cabinet. Question 2 -- In the discussion
of charge method it mentions "modified constant potential or pulse
method". Is it the offerors option as a design function or is this
selection by the user of the two available methods defined by the user?
Answer -- The offeror has the option as a design function. Question 3
-- Please explain the statement "Fault Protection (each Fault)"? Answer
-- Within the context of the instrumentation unit, each fault that
shuts down the charger shall have an indicator to identify the cause of
the shutdown. The type of indicator is up to the offeror. Question 4 --
Please indicate the level of leakage to ground that would be construed
as a "Ground Fault"? Answer -- We measure ground fault using voltage
to ground. A ground of less than 0.1 VDC on a 150 VDC system is the
threshold for ground fault. If an offeror choses to measure resistance,
a ground of less than 1,000,000 ohms (1 MegOhm) is the tyhreshold for
ground fault. This is all of the questions. Please note that proposed
prices should reflect FOB DESTINATION. As a result of the
clarifications made by the amendment, a new closing date and time for
receipt of proposals is established at 3 PM EDT, 06 June 1997 to the
