Flemming, Contracting Officer, (202) 366-9564 The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with Good Neighbor Direct, a subsidiary organization of Snyder Communications, Inc. to provide the public with educational materials. The offeror shall provide high impact displays typically measuring 6' by 4' and should be positioned in supermarket entrances and exits. The offeror must provide a clear and concise means of presenting high impact display in local supermarkets throughout the country. The offeror must operate a facility on the East and the West coast which are equipped for timely distribution of over 300,000 educational materials. NHTSA will have the opportunity to preselect over 3000 supermarket by using a large database containing their consumer educational displays nationwide. NHTSA's air bag materials will be distributed in low income and diverse supermarkets where recycled automobiles are most likely to be found. Expressions of interest without sufficient detail to permit evaluation of capability will notbe considered. Oral expressions of interest will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Good Neighbor Direct on a noncompetitive basis for the item described.
