CONTRACT INFORMATION: Services of qualified A-E firms are sought to provide professional engineering services for geotechnical evaluation for components of major projects for the St. Louis District, U.S. Army Corps of Engineers. The St. Louis District will be the primary area for the contract, but the Government may, at its discretion and upon concurrence of the Contractor, accomplish work in other geographical regions. The contract will have a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in each contract period will not exceed $500,000. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated task orders not to exceed the contract amount. The contract is anticipated to be awarded in August 1997. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 40% of the contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB), 10% be placed with SDB, and 5% with woman-owned small businesses. The plan is not required with this submittal. II. PROJECT INFORMATION: The services will be applicable to civil works projects such as locks and dams; project visitor center, administration, and maintenance buildings and facilities; flood control structures; roadway and railroad closure structures and miscellaneous small projects at locks and dams and reservoir projects. III. SELECTION CRITERIA: See Note 24 for the general selection process. The evaluation factors are listed below in descending order of importance (first by major criterion and then by each subcriterion). Criteria A-D are primary. Criteria E-G are secondary and will be used as "tie breakers" among technically equal firms: A. Specialized Experience and Technical Competence; (1) Geotechnical engineering investigations, planning, analysis, reliability analysis, design and reporting related to levees, locks, dams, cofferdams, pumping stations, deep and shallow foundations, dewatering, groundwater analysis, seepage, pavements, concrete mix design, cement and chemical grouting, urban drainage projects, erosion, collection and evaluation of geotechnical data for the safety assessment of dams and local flood protection projects and providing expert advice on construction related problems; (2) Investigations and analysis in engineering geophysics, mine subsidence, excavation and blasting, grouting, environmental geology, hazardous and toxic waste, and geotechnical instrumentation analysis, design and installation, tunneling and micro tunneling; (3) Soil and rock drilling, sampling and testing where needed to perform geotechnical analysis for all features described above including hazardous and toxic waste areas requiring Level C protection in accordance with Occupational Safety and Health Administration Regulation 29 CFR 11910.120; (4) Environmental analysis and HTRW remedial designs; (5) Firms should have or express the capability to acquire subcontractors with experience and equipment for any of the above as needed. B. Professional Qualifications; (1) Work must be performed under the supervision of a Registered Professional Engineer. C. Past performance on similar Department of Defense contracts and other contracts with respect to cost control, quality of work, and compliance with performance schedules. D. Capacity of firm to furnish equipment and personnel to accomplish the work as required to maintain delivery of a quality product on a timely schedule. E. Extent of participation of SB, SDB, Historically Black Colleges and Universities, Minority Institutions in the proposed contract team measured as a percentage of the estimated effort. F. Geographical location of thefirm with respect to where services are required. G. Volume of DOD contracts awarded in the last 12 months as described in Note 24. IV. SUBMISSION REQUIREMENTS: Firms having capabilities to perform this work and who desire to be considered must submit a completed SF 255 (11/92 Edition) and appropriate data as described in Note 24. Only SF 255's received in this office within 30 calendar days of the date of publication of this notice will be considered. If the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is the close of business of the next business day. Requests should be submitted to the above address, Attn: CEMVS-ED-CC and shall make reference to solicitation number DACW43-97-R-0719 as well as the contract title. If an SF 254 is not on file with the U.S. Army Corps of Engineers, a current SF 254 should also be included. Multiple copies of the SF 254/SF 255's are not required.
