366-9564 The National Highway Traffic Safety Administration (NHTSA)
intends to negotiate with TNO-MADYMO North America to provide multi-
year lease of Madymo 3D & FEM crash simulation software, LS-DYNA
coupling software and telephone support. It is necessary to license
this software on a DEC Alpha 2100 computer. The contractor's software
must have the ability to model and predict automotive crash test
conditions. The software shall include, as a minimum, validated
computer models of the Hybrid III 5th, 50th, 95th, and the SID and
Biosid dummies. Specific requirements are as follows: 1. MADYMO -- The
Contractor shall enter into a one (1) year lease agreement for the
delivery and use of one (1) copy of the MADYMO 3D software for use on
NHTSA's DEC alpha 2100 computer running Digital Unix, located at NHTSA
headquarters in Washington, D.C. Access to the MADYMO software,
resident at NHTSA in Washington, D.C. through leased telephone lines
shall be allowed for the Volpe Transportation Research Center, DTS-74,
Cambridge, Massachusetts. The contractor shall provide one (1) set of
manuals per site; 2. LS-DYNA 3D Coupling Software -- The Contractor
shall enter a one (1) year lease agreement for the delivery, and use of
one (1) copy of the LS DYNA 3D Coupling software for use on one NHTSA
workstation running Digital Unix located at NHTSA Headquarters,
Washington, D.C. The contractor shall provide one (1) set of manuals
per system; and 3. MAINTENANCE AND USER SUPPORT -- The Contractor shall
provide software code and user support for the duration of the lease
term. Software problems shall be investigated and corrected by the
Contractor. Additionally, the Contractor shall provide the Government
with software updates as they occur at no additional cost. A "User Help
Hotline" shall be maintained by the Contractor between the hours of
8:00A.M. to 5:00P.M. EST Monday through Friday (except holidays) to
answer questions the Government may have regarding the operations of
either MADYMO or LS DYNA 3D Coupling software. Expressions of interest
without sufficient detail to permit evaluation of capability will not
be considered. Oral expressions of interest will not be considered.
This notice of intent is not a request for competitive quotations nor
is a Request-for-Quotations solicitation document currently available.
A determination by the Government not to compete this action based
upon responses to this notice is solely for the purpose of determining
whether to conduct a competitive simplified acquisition. In the
absence of responses from interested firms demonstrating their
capability, NHTSA intends to request a quotation from TNO-MADYMO North
America on a noncompetitive basis for the items described. Responses
must be received by the listed procuring office within 15 calendar days
