The Administrative Office of the U.S. Courts is conducting a
competitive procurement to acquire contractor services for
proofreading, typesetting, printing, copying, and distributing the
opinions of the United States Court of Appeals for the Eleventh Circuit
in Atlanta, GA. Offerors must be able to receive daily electronic
transmissions of court opinions in WordPerfect format; proofread the
opinions using a skilled proofreader who is familiar with federal
appellate decisions; prepare editorial headnotes, typeset in dual
column format, print, and copy the opinions according to Government
provided specifications; distribute copies of the opinions to the court
and court provided mailing lists at times and in quantities specified;
provide diskettes with both ASCII and WordPerfect versions of the
opinions to the court along with the court's copies of the opinions;
and perform other related services. The court will render approximately
510 opinions in Fiscal Year 1998 which will amount to a total of
approximately 3,750 pages. For each separate opinion, approximately 500
copies are required to satisfy the needs of the court and its
subscribers. The resulting contract will be a firm fixed-price,
Indefinite Delivery Indefinite Quantity (IDIQ) contract. The term of
the contract will be one year with options for the Government to extend
four additional one-year periods. Award will be made to a single
offeror whose proposal is technically acceptable and offers the lowest
overall cost to the Government. There is currently an incumbent
contractor who is not prohibited from competing under this
solicitation. All responsible sources may submit an offer which shall
