061997 POC Daniel Agrimson 612-725-2178 The VA Medical Center (VAMC),
Minneapolis, MN intends to award a contract for cable pulling,
faceplate connection, and testing of the cable/faceplate installation.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. Solicitation
#RFQ-6-DA-98 is assigned as Request for Quotes (RFQ) and a written
solicitation will not be issued. This announcement constitutes the only
solicitation. Solicitation documents and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
This procurement is a small business set-aside. SIC code is 7373 and
the small business size standard is $18.0 million. Contractor shall
provide installation of twisted pair cable (category 5, UTP non-plenum)
to support data and voice communications at the Minneapolis Veterans
Affairs Medical Center, One Veterans Drive, Minneapolis, MN 55417, as
follows: Item 1. Install cable drops (twisted pair, category 5, UTP
non-plenum) from phone closets to modular faceplate in existing room.
Each drop will consist of three (3) 4-pair cables. Two (2) cables will
be used for data and one (1) cable will be used for voice. Contractor
to use existing cable trays which are located in the interstitial
space. Item 2. Install one hundred (100) Modular jacks to 110 Block
Patch Panels, in phone closets. Item 3. Punch down 2 data cables to 110
Block Patch Panels and label cables, in phone closet. NOTE: Voice
cables will be labeled, but NOT punched down as part of this contract.
A tail (minimum of 15 feet), sufficient to reach all walls for future
punch down, should be left on each voice cable in the phone closet.
Item 4. Install modular faceplate (4 hole); connect 2 data cables
(4-pair down to single jack) to 2 separate jacks on faceplate, certify
and label; voice cable WILL NOT be connected, but should have a 2 foot
coiled tail, with label, placed in wall behind the faceplate. Provide
line certification results to medical center technical staff. Specific
modular RJ45 jacks will be used as specified below. Voice cable jacks
WILL NOT be installed. Item 5: All materials (faceplates, connectors,
jacks, blanks, 110-punch down blocks and cable) will be provided by
the Medical Center, with the exception of the materials used during
installation of cable, as noted in item #10 below. Modular faceplates
(4 hole) will be used. 110 Connect Modular RJ45, category 5, jacks will
be used. Modular blanks will be used to fill unused modular slots on
faceplates (2 per faceplate). Modular jack to 110 Block Patch
Panels,category 5, will be used to punch down data cables in phone
closets. Hinged wall brackets, provided by the VA, will be used for
mounting 110 Block Patch Panels in phone closets. Item 6: Cable
installation sites will be marked on a floor plan that will be provided
to awarded contractor. Item 7: Average cable pull will be 175 feet.
Longest cable pull will be 325 feet. Item 8: A total of 675 cable
drops(3 cables to each faceplate) will be pulled. Item 9: All work must
comply with the TIA/EIA standards and current low voltage wiring codes.
Item 10: Contractor must provide their own tools for cable
installation. Items such as cable ties, ceiling ties, ceiling anchors
for hanging cables, material to repair firewalls and reseal conduits,
and all other items necessary for completion of this job, not mentioned
in Item #5 above, are considered installation materials and will be
provided by the contractor. Item 11: Contractor must firestop all
openings in firewalls, reseal conduits when opened, and perform daily
general cleanup. Item 12: This work will be performed over a 30-day
period, Monday through Friday (excluding holidays), beginning about
June 23, 1997. About 25% of the work may have to be performed between
5:00 pm and 7:00 am. This will be a firm fixed price contract. FOB is
Destination. Payment will be made in arrears on certified invoices.
Pre-bid site walk will be held on June 5, 1997 at 10:00 am local time.
Meet in conference room located in Room 4G-107, VA Medical Center, One
Veterans Drive, Minneapolis, MN 55417. Failure to attend this pre-bid
conference will not relieve the successful Contractor from compliance
with all specifications, terms, and conditions of resultant contract.
The following incorporated clauses and provisions are those in effect
through FAC 90-46 and are applicable to this acquisition. 52.212-1

references and pricing. Offerors must include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items, with its offer. Original proposals shall be submitted
on company letterhead (or on Contracting Officer's preferred form
