This amends the Notice of Intent published for the subject procurement
in the Commerce Business Daily on May 12, 1997. In addition to
negotiating for software support services for the Clinical Center
Medical Information System (CCMIS or MIS), the National Institutes of
Health will also negotiate with Eclipsys Corporation to provide the
Eclipsys Enterprise Data Repository (EDR) software and maintenance for
this software. The Clinical Center needs the ability for the MIS to
manipulate massive historical patient data. The software needed must be
a mainframe application which utilizes multiple software components
running under mainframe, client/server and Windows to access and map
data from the TDS 7000 series Permanent Patient Record. Also, the
software to be provided must allow the NIH to automate the translation
of clinical data into relational format, and prepare the data and load
them into a client/server database for use in the new Clinical Data
Repository. Firms believing that they can meet this additional
requirement should submit clear and convincing documentation by 45 days
from the publication date of the original synopsis for this requirement
which demonstrates their ability to meet the stated additional
requirement. Oral communication is not acceptable and will not be
honored. Responses requesting the solicitation without providing the
required documentation shall not be considered. There is no
solicitation document. Concerns that respond to this amended notice
will be considered only if furnishing clear and convincing
documentation demonstrating their ability to meet, at a minimum the
stated requirement. Written responses should contain sufficient
technical information and a description of the proposed software which
meets the requirements in order to permit agency analysis to establish
a bonafide capability to meet the stated requirements and should be
directed to Ann Argaman at the address above. A determination by the
Government to open the requirement to competition based upon responses
to this notice is solely within the discretion of the Government. The
Government will not pay for preparation or submission of any
information submitted in response to this synopsis amendment. See
