Housing and Urban Development is soliciting proposals for the New York
Field Office for Multifamily valuation technical support services: 1)
appraisals and 2) local area market studies. This will be a
fixed-price indefinite quantity contract for one year with two one-year
options to renew. The NY Field Office jurisdiction covers the five
boroughs of NYC, Nassau, Suffolk, Westchester, Putnam, Orange,
Rockland, Sullivan, Dutchess, and Ulster. Approximately 80% of the work
will be in the five boroughs. 15% in Nassau, Suffolk, Westchester, and
5% in the remainig counties. The first requirement is for appraisals
of selected multifamily apartments, Coops, Nursing Homes, assisted
living facilities and board and care facilities for mortgage insurance
program applications. It is required that the contractor visit the NY
Field Office for receipt of the necessary documents and on-site review
for each case assigned. This may necessitate from one to three office
visits per appraisal. The government shall order a minimum of 3 and a
maximum of 10 appraisals in a one year period. The second requirement
is the Local Area Market Study which is a Limited Appraisal to
establish market rents for a project. It is required that the
contractor visit the NYO for a preliminary review of the process.
Subsequent assignments will be mailed or faxed. The government shall
order a minimum of 5 and maximum of 10 local market studies. See Note
No.#1. Solicitation packages will be available on or about June 17,
1997. Only mail or fax requests will be accepted. Forward your request

with the reference #H02-R-97-0-954. Proposals will be due on July 22,
1997, and shall be evaluated by a Technical Panel. The SIC is 6531 and
the size standard is $1.5 million. All responsible sources may submit
a proposal which shall be considered by the Agency. HUD posts all
