684-2483 (Site Code DABT19) The Command and General Staff College, Fort
Leavenworth, Kansas, is seeking colleges and universities accredited by
appropriate regional accrediting agencies that can provide a one- year
Master of Science Degree program for the Department of Defense
Acquisition Corps. The program will consist of approximately thirty-six
(36) semester hours offered ONLY in the evenings and on weekends during
the period from January through December. All requirements for the
student to complete the degree will be accomplished at Fort
Leavenworth, Kansas. This proposed Education Service Agreement is being
considered as a 100 percent set-aside for historically black colleges
and universities (HBCUs) and minority institutions (MIs), as defined by
the clause at 252.226-7000 of the Defense Federal Acquisition
Regulation Supplement. Interested HBUs and MIs should provide the
contracting office as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as an HBCU or
MI. If adequate response is not received from HBCUs and MIs, the
solicitation will instead be issued, without further notice, as:
Unrestricted. Therefore, replies to this notice are also requested from
all accredited colleges and universities that can provide students
in-depth study in one acquisition discipline and broad exposure to
subjects and issues at the general management level. Only those
colleges and universities that can provide a quality program based on
the following principles need respond to this inquiry: 1) be chartered
or licensed by a state or the Federal government to conduct courses
and Master of Science degree programs off-campus; 2) have a mission
statement that reflects sound adult education philosophy and is
compatible with the Command and General Staff College education
mission; 3) provide a Master of Science Degree comparable in quality
with that on the home campus; 4) hire and fully support, qualified and
dedicated faculty and student services professionals who are committed
to serving servicemembers; 5) deliver courses that carry the same
credit values with similar content and experiencefound in courses on
the main campus; 6) implement policies and procedures that take into
account the restricted working conditions and circumstances of
servicemember students of the Command and General Staff College; 7)
provide appropriate student admissions, registration, assessment of
prior learning, academic advisement, etc.; 8) coordinate with local
libraries to ensure that sufficient instructional materials are
available for teaching support and to the students for reference and
research; 9) conduct a quality assurance review, at least annually,
that includes physical resources, financial resources, student
assessment, and program effectiveness; 10) agree to aprticipate in any
independent third-party evaluation of graduate programs requested by
the Department of Defense or Department of the Army; and 11) provide
various participation reports and comply with local procedures for the
acquisition of classrooms, building security, etc. The contractor
shall be required to develop, execute and administer a Master of
Science (MS) Degree program under an Education Service Agreement which
consists of a program development phase, an initial program year
(January-December, 1998), and an indefinite period thereafter. All
colleges or universities that are interested should provide
documentation of the capability to provide the requested services to
include name, address, phone number, Cage Code,CEC Code, Taxpayer ID,
and the following: 1) one copy of current catalog; 2) faculty
credentials for proposed faculty; 3) description in detail of the
Master of Science Degree available through your institution to meet the
needs of the Acquisition Corps; and distance learning capability by
