247-2237 The work for this project consists of but is not limited to
the following: 1) Replace an existing overhead electrical distribution
system serving 202 housing units with a new underground electrical
distribution system, including new pad mounted transformers, fused
switch, sectionalizers, 15 KV cable, duct, trenching, backfill and site
restoration. 2) Provide new service laterals to the housing units and
other loads. 3) Connect the existing street light system into the new
distribution system. 4) Relocate cable TV feeders from poles, through
Fibervision Cable TV Company. Acquisition will be through competitive
negotiation procedures with qualified offerors. The areas of evaluation
and their relative rank order, as stated in section M of the
solicitation, the government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforms to the
solicitation requirements and will provide the best value to the
government considering price and past performance. Performance period
for this project will be 165 calendar days. The performance period will
be further broken down to allow no more than 90 days to prepare, submit
and receive approval on required submittals, and to order and stockpile
materials, and no more than 75 calendar days to occupy the work sites
and physically accomplish the work. The SIC code is 1611. The estimated
construction cost is between $100,000 and $500,000 and shall be bid
lump sum. This procurement will be evaluated using past performance and
price factors. Interested parties should provide evidence of the
capacity to obtain bonds for a project of this magnitude, and
information that demonstrates capability to perform projects of this
