FORT BAKER SAN FRANCISCO, CA. Furnish all labor, materials,and
equipment necessary to rehab the floating pier, the work includes, but
is not limited to, the following: (A) modify the pier by adding one
10'x6' and two 10'x8' new floating docks onto the existing floating
pier; (B) remove and reinstall 4 existing concrete piles; (C) provide
and install one new concrete pile with pile guides to secure the
floating pier structure; (D) install a hinge on the main pier near the
gangway end to release the bending stress at low tide; (E) install
skid struts at the end of the main pier near the gangway end to protect
the floats at low tide; (F) Add total of 200 cubic feet of floatation
units at various locations such as area near the gangway and the end of
both finger piers to level the pier and restore the freeboard; (G)
remove the damaged non-skid safety walk and replace with the same
material. Cover the new dock sections with the same non-skid safety
walk; (H) replace all damaged structural members, decking, flotation
units, docks bumper, utilities, and hardware; (I) replace all rollers
on existing pile guides; (J) modify the existing electrical shoreties
to accomodate the new floating pier configuration; and (K) add a new
light fixture onto the floating pier and replace a damaged panel metal
enclosure. Estimated Range $100,000 to $250,000. Performance period is
90 calendar days after receipt of Notice to Proceed. Anticipate bid
issue date is 11 June, 1997. SIC Code for this procurement is 1629,
Small Business size standard is small if its average annual receipts
for its preceeding 3 fiscal years do not exceed $17.0 million. Only

THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, ALL
RESPONSIBLE SOURCES ARE ENCOURAGED TO RESPOND. For Minority, Women and

(DOT Office of Small and Disadvantage Business Utilization has programs
to assist minority, women owned and disadvantaged business enterprises
to acquire short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
