vessel to be acquired is an inland river style towboat to serve the
U.S. Army Corps of Engineers, Rock Island District (CENCR). The vessel
will be approximately 77-feet 5-inches long by 32-feet wide (maximum)
with a depth of 9-feet 5-inches to the Main deck at midship. The
design draft will be 6-feet 10-inches to the lower most extremity. The
maximum air draft shall be 16-feet 6-inches. The vessel will be twin
screw with approximate total of 1200 HP. The vessel's mission will be
to provide towing and tender service to other district plants in
support of lock and dam maintenance. The vessel shall be suitable for
year-round operation in both shallow and ice and drift-strewn rivers of
the Mississippi River, Illinois Waterway and connecting tributaries.
The vessel shall be designed, built and classed to American Bureau of
Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways.
The towboat shall be twin-screw, open propeller diesel powered vessel
with an all-welded steel hull and superstructure. A full spectrum of
testing to prove the design and engineering concepts is required. The
solicitation has been formatted as "Design and Build" type based on a
Concept Design prepared by the Marine Design Center. This contract will
utilize the Marine Design Center's three phase contracting process.
Liquidated damages are included in the contract and bonding is
required. This procurement is set aside for small business; however,
concurrent offers from large businesses will be considered if fewer
than two small business submit bids. The Standard Industrial
Classification Code is 3731 and the Size Standard is 1,000 employees.
The Invitation for Bid (IFB) will be available on or about 24 June 1997
with a Bid Opening Date of 24 July 997. Interested firms may obtain a
solicitation package by submitting a check or money order in the amount
of $65.00. All requests should be made in writing to the attention of
Mr. Daniel P. McGovern . All checks are to be drawn to "FAO, USAED,
NORFOLK." Company checks must include a federal tax identification
number. Personal checks must contain the individual's social security
number. All requests must include physical address, telephone number,
fax number, point of contact and business size. Payment will not be
