This procurement is unrestricted; all responsible sources may submit
an offer. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the ONLY solicitation; quotes are being
requested and a separate written solicitation will NOT be issued.
Solicitation number N00244-97-Q-8957 applies and is issued as a Request
For Quotation. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-45 and Defense Acquisition Circular 91-11. The standard industrial
code is 3823 and the business size standard is 500 employees. The
agency need is for industrial measuring equipment and associated
software. This requirement is for a fixed priced contract for thirteen
(13) line items as follows. Line Item 0001: One (1) each Axyz-CDMCore
Data Module Software, Initial license and 1st-year support, capable of
accept8ing measurement data from various theodolite modules as
identified by the operator. Must be able to bundle this measurement
data and present it seamlessly to the computer for the graphics
analysis software. Item 0002: One (1) each Axyz-LTM Laser Tracker
Module Software, Initial license and 1st-year support, capable of
accepting positional data from Laser-type theodolites. The laser
theodolite will provide data differently than a single theodolite. The
software must then convert this into readable data for computer
applications. Item 0003: One (1) each Axyz-STM Single Theodolite Module
Software, Initial license and 1st-year support, capable of accepting
positional data as read by the ManCAT theodolite synchros. This
information is usually horizontal, vertical, and distance data. The
software must then convert this into readable data for computer
applications. Item 0004: One (1) each SRF-WIN Surfacer for UNIX,
Windows NT and WIN95, Initial license and 1st-year support. This
software is for surface analysis, must be capable of accepting the
bundled data from the core Data Module as "wire data" and will convert
it to "surface data" for solid modeling. The Surface data points are
known as Spline data or NURBS (Non-Uniform Random B-Spline data). Item
0005: One (1) each Motorized Theodolite station with automatic
distance measuring capability. Must be capable of interacting with the
STM Software, capable of keyboard operation or remote computer
operation via RS232 connectors. Battery operable or remote external
power supply. Electronic level display, -20 degree C to 50 degree C
operating range. Must contain compensator for correcting for residual
tilt. Tracking accuracy shall be 5mm +2ppm. Distance measurement
accuracy shall be +/- 0.5mm @ 120 meters. Selectable units of
measurement shall be 360 degree sexagesimal, 360 degree decimal, 6400
mil and 400gon. Item 0006: One (1) set Self-adhesive Retro-Targets,
small 20x20mm, 20 pieces per set. Item 0007: One (1) set Self-adhesive
Retro-Targets, medium 40x40mm, 20 pieces per set. Item 0008: One (1)
set Self-adhesive Retro-Targets, large 60x60mm, 20 pieces per set. Item
0009: One (1) each RS232 cable, Lemo0 to Lemo1, 50 feet (to
interconnect from T-REC to T-LINK power supply. Item 0010: One (1) each
RS232 cable, Lemo0 to Lemo0, 4 feet (to interconnect from T-REC to
T-XXX theodolite). Item 0011: One (1) each T-REC junction box with
pickle switch, Lemo connector. Item 0012: Three (3) each GEB68 Plug-in
Battery for T2002/T3000/T3000A. Item 0013: One (1) each GLK23-1
Battery charger for rapid charge/discharge, holds 2 batteries. Delivery
of all items is required by 31 August 1997 to be delivered FOB
Destination to: NADEP Receiving, Code 160D, Bldg 94, NAS North Island,
San Diego, CA 92135. Mark for: L. Medina, Shop 61241, Bldg 90-2.
Acceptance shall be made at destination. The provision at FAR 52.212-1,
Instructions to Offerors Commercial Items applies. Addendum to FAR
52.212-1, Paragraph (b)(5): Offers shall provide an express warranty
which at a minimum shall bethe same warranty terms, including offers of
extended warranties, offered to the general public. Express warranties
shall be included in the contract. Offerors are required to complete
and include a copy of the following provisions with their proposals:
FAR 52.212-3, Offeror Representation and Certifications Commercial
Items; Clause 52.212-4, Contract Terms and Conditions Commercial Items,
applies as well as the following addendum clauses: FAR 52.211-5, New
Material. The clause at 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders Commercial Items
applies with the following applicable clauses for paragraph (b): FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era. DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, applies with the following clauses applicable for
paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of
Payment Program; and DFARS 252.225-7012, Preference for Certain
Domestic Commodities. Any contract awarded as a result of this
solicitation will be a DO-rated order certified for national defense
use under the Defense Priorities and Allocations System. The government
intends to make a single award to the responsible offeror whose offer
is the most advantageous to the government considering price and price
related factors. Provision 52.212-2, Evaluation Commercial Items,
applies with paragraph (a) completed as follows: Award will be made to
the offeror that meets the solicitation's minimum criteria for
technical acceptability at the lowest price. To be determined
technically acceptable, the offeror must furnish product literature
that demonstrates the products offered meet all requirements stated in
the above purchase descriptions for Line Items 0001 through 0013.
