posted May 14, 1997. This synopsis is an amendment to the F15 Aircrew
Training System Program synopsis posted on March 25, 1997 and the
amended synopsis posted on 14 May, 1997. The government intends to
enter into a service contract for the Aerial Combat Enhanced Simulation
(ACES) Program through a competitive acquisition to provide a training
capability for aircrews using F-15C training systems. The training
capability should include a four-ship configuration capable of
networking between the four ships and long-haul networking with
geographically separated systems. Requirements will be for a four-ship
capability to reside at Eglin AFB, as well as at Langley AFB, with
priced options for capability at additional sites. Instructors and
courseware will be provided by the Air Force. The government does not
intend to acquire the hardware or software but merely to buy training
capability on a cost per training hour basis. The contractor will be
responsible for system operation instruction; system maintenance;
product baseline management; and training system modification. The
contractor will keep training devices concurrent with the changing
configuration of the fielded F-15C aircraft and insert new technology
as it becomes available. Use of the Aircraft Operational Flight
Programs (OFP) are required. A Full Field of View (FFOV) 360-degree
visual image display capable of supporting multi-ship tactical missions
is required. A program to rapidly insert and validate new technology
and/or systems which improve training capability and facilitates
aircraft hardware/software concurrency is required. Fielding of
training capability at Eglin AFB is required by Mar 99. To facilitate
rapid contract award, your company is invited to participate in a one
week (9-13 Jun 97) joint user/program office / Industry team effort to
develop the evaluation standards to be held at Wright-Patterson AFB,
OH. Topics to be discussed at this meeting are expected to include: the
requirement; associated risks; contracting strategies (to include
existing commercial practices), source selection criteria; financial
arrangements; and schedule. The results of this meeting will affect
significant aspects of both the acquisition strategy and the resultant
solicitation/contract. Due to schedule constraints it is unlikely that
significant revisions to either the strategy or the solicitation
document will be considered after this meeting, so any pertinent
discussion with the government regarding the ACES program is most
likely to occur at this meeting, or immediately thereafter. It is
therefore imperative that should your firm desire to participate in
this program, you make every effort to attend subject meeting. Because
of limited space, we request representation only from potential prime
contractors who will be limited to four individuals each. The nature
of the effort that week suggests attendees be authorized to speak
authoritatively for their company concerningBusiness Development and
all issues mentioned above. The award of a contract by 29 September
1997 is of paramount importance to the ACES program. All information
for the ACES program will be posted on the Air Force Business
Opportunities Homepage (AFBOH) "http://www.wpafb.af.mil/pk/". To meet
this schedule we intend to utilize the subject bulletin board as the
primary means of timely communications. Potential offerors will have no
more than 30 days to respond to the solicitation. As a minimum, the
selected contractor will be required to hold a secret facility
clearance in order to perform this program. As no formal source
selection discussions are anticipated it is very important that
interested parties understand the government requirements and propose
an approach and business arrangement consistent with the solicitation
and model contract. The government intends to contract for the
acquisition of training flight hours only, and anticipates adequate
price competition will be sufficient to justify price reasonableness.
The Air Force does not intend to take title to the hardware or software
required to perform subject training. An incentive will be considered
that would reward system performance, reasonable pricing and
availability of the system. As part of the source selection process,
the government will require interested parties to demonstrate existing
capability in order to assess the realism of the proposed schedule and
prospective training utility. The agenda and location for the 9-13 Jun

Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate concerns during the proposal development phase
of this acquisition. Potential offerors should useestablished channels
to request information, pose questions, and voice concerns before
resorting to the use of the Ombudsman. Potential offerors are invited
