srappop@pica.army.mil. The objective of this multi-year effort is to
develop a prototype munitions demilitarization facility which employs
cryofracture technology. The facility shall be installed at an Army
site to be determined and shall be based on the concept successfully
proven at Dugway Proving Ground's existing cryofracture facility in
Dugway, UT. The facility is to be capable of remotely processing small,
explosive loaded munitions individually or in groups in a safe and
environmentally friendly manner. The processing involves placing the
munition(s) into a bath of liquid nitrogen for a pre-established period
of time, transferring the munition(s) from the bath to a hyudraulic
press, fracturing the munition(s) to access the energetic materials and
transferring the fractured muntion(s) to a pre-existing thermal
destruction unit. The contractor selected to perform the work will be
responsible for the detailed design, fabrication, installation, and
verification testing of the equipment and system. This "system
contractor"will be expected to interact with cognizant Army demil site
personnel to assure that the equipment and system meet all local,
state, and federal requirements in the areas of safety and
environmental. The system contractor will also work with cognizant Army
demil site personnel to establish any site modifications that may be
required. Execution of any site modifications will be the
