intends to issue a sole source contract to System Analytics, Inc. (SAI)
for Phase 1-A of the Benefit/Cost Analysis of the JWOD Program. This
requirement is for completion of the survey begun in Phase 1 of the
Benefit/Cost Analysis in which staff of this firm conducted baseline
interviews with JWOD employees. The contract for Phase 1-A is a
follow-on to Phase 1 to complete data collection for analysis of the
benefits and costs to the primary beneficiaries of the JWOD Program.
The contract will include two distinct Tasks. Task 1 objectives, to be
completed within three months of contract award, are: (1) conduct
preliminary analysis of baseline data from employee interviews; (2)
clearly define methodology for follow-up interviews and final analysis;
(3) revise survey instrument, conduct pretests and prepare OMB
clearance package for the follow-up survey. Task 2 has these general
objectives to be completed by September 1998: (1) collect data from
Social Security Administration to be integrated into the database; (2)
conduct follow-up interviews consistent with baseline interview
methods; (3) integrate and enter follow-up data into a database
consistent with methods used for entering baseline data; and (4)
produce a final report and data documentation to be used in the final
analysis stage. The tasks in this contract are a continuation of work
performed by the principal owner and staff of this firm under a
previous contract with another firm. Collection of reliable data in
this phase of the study depends on consistency between the previous
baseline phase and this follow-up phase. The required level of
consistency can best be provided by the same personnel involved in the
baseline phase. The sole source firm is the only firm able to provide
the staff from the previous contract at the level of effort required
by the project schedule. No other contractor would be able to provide
staff with the level of knowledge and experience within the accelerated
time frame for this project. This synopsis is a notice of intent and
should not be considered an RFP. No solicitation will be issued. See
