B -- ANALYSIS AND REVIEW OF TOPICS IN THE AREA OF HUMAN NUTRITION AND HEALTH SOL 223-97-2328 POC Ed Arnold, Contract Specialist 301-443-0424, Deborah Smith-Castle, Contracting Officer, 301-443-0424 The Food and Drug Administration (FDA) has a requirement to study, evaluate and review current knowledge and technology in selected areas of nutrition and health science on a task-by-task basis. Two kinds of unbiased scientific reviews shall be requested under the terms of this contract: Comprehensive Reviews and Abbreviated Reviews. Comprehensive Reviews shall address the specific questions developed by the FDA. The approach selected to address the topics identified by FDA for each Comprehensive Review shall emphasize the essential components of an independent scientific review. The contractor shall prepare, a detailed Scientific Plan that describes a reasonable approach to address the complexities of the scientific questions posed by the FDA. A project schedule shall be included in the Plan to indicate how the contractor shall organize the work to be performed for each Comprehensive Review. Abbreviated Reviews are intended to provide FDA with rapid analysis and summariesof emerging issues in the areas of human nutrition and health; they are normally completed within one to six months. Requests for Abbreviated Reviews of selected topics shall be interspersed during the life of the contract. The contractor shall prepare a written report summarizing the review and the conclusions or recommendations reached. The basic types of Abbreviated Review activities that may be requested by FDA are as follows: (a) "Quick Response Actions on Request" shall address specific scientific issues such as the scientific merit of research proposals, new research and technological developments, and safety concerns. (b) "Predictive Response" shall provide perspectives on future research problems in the field of human nutrition and guidelines for approaching specific areas of science evaluation which are relevant to FDA's mission. Interested organizations should submit a request for a copy of the Request for Proposal (RFP) number 223-97-2328 to the above address.
