C -- A/E I/Q SERVICES FOR MECHANICAL/ELECTRICAL PROJECTS SOL N47408-97-R-1850 DUE 070797 POC Contract Specialist, Terry Moore, 805-982-2479 Mechanical/Electrical engineering services and appropriate supporting architectural/engineering services are required for construction, alteration and repair projects in the Oxnard Plain area. Required services include: 1) preparation of drawings and specifications for invitation for bid and request for proposal contracts, 2) construction cost estimates, 3) field investigations, 4) hazardous material surveys, 5) concept studies, 6) reports, 7) post construction support. Work to be performed in facility types include: 1) office buildings, 2) barracks, 3) personnel housing, 4) food service/dining facilities, 5) classrooms, 6) repair shops, 7) recreation facilities, 8) warehouses, and 9) other military related facilities. The work in the above mentioned buildings involve general building mechanical and electrical systems renovation, including HVAC equipment and controls, plumbing, fire suppression and alarms, electrical distribution, main electrical service and primary connection, lighting, telephone and ADP systems, and related hazardous materials abatement. The work may include building additions and new construction of a minor nature. Projects to be accomplished under this contract will ususally be small to medium in size with estimated construction costs ranging from $40,000 to $400,000; however, designs for large size multi- million dollar construction may be required. In addition to Mechanical/Electrical engineering services, the selected firm shall be capable of providing Architectural, Structural, Civil, Landscaping and Environmental Engineering services for related work. The source of expertise for the related services can be through in-house staff or consultants. Firm is required to utilize a CAD program compatible with AutoCAD Release 13 for production of construction drawings. SPECSINTACT for production of project specifications and word processor and spreadsheet programs compatible with Microsoft Word Version 6.0 and Excel Version 5.0 for Microsoft Windows for project documentation and cost estimats. The selected firm will be required to submit a proposal for each project delivery order submitted to them under this contract. The proposed Indefinite Quantity Contract will be for a maximum period of one year from date of contract award with a $20,000 minimum and a $1,000,000 maximum fee amount, and will include an option for a one year extension with the same maximum fee amount. All applicants ar reuired to submit (4) bound copies of the SF 254/255 packages. Firms SF254/255 submittal package shall be limited to a maximum of 50 pages including supplemental inserts of drawings and diagrams. The format shall be 8 1/2" x 11" sheets and 11" x 17" foldouts for drawings (folded to 8 1/2" x 11"). Drawings and diagrams are not required. Only the first 50 pages will be considered in the evaluation. Prospective A/E firmswill be evaluated on the selection criteria listed below. Address each criteria element in the order given. Refer to each element by name and number. Describe qualifications in Block 10 of the Standard Form 255, using additional sheets as required. Elements (1) through (6) are of equal importance, and elements (7) and (8) are of lesser importance. (1) PROFESSIONAL QUALIFICATIONS: Mechanical/Electrical: Describe professional qualifications of mechanical/electrical engineering staff team members to be assigned to this contract. Consultants: List the following information in Block 6 for each consultant (SF 254 is not required for each consultant): a) Name and address, b) Specialty: identify key personnel including their professional registration, state where licensed and year first registered, c) Length of working relationship with consultant. (2) SPECIALIST EXPERIENCE: Describe the design and construction projects relecting specialized experience of the firm. The projects shall be limited to current projects completed within the past five years. At a minimum, the projects shall include renovation and repair projects within the dollar amounts listed above. Preference will be given for projects which include sustainable building concepts. Sustainable building concepts include: a) use of high efficiency equipment, b) reducing installation and construction costs, c) reducing operating and maintenance costs, d) use of renewable resources, e) establishing environmental conditions in buildings that promote human health and productivity. Credit will be given to additional energy efficient and/or environmentally friendly concepts as it relates to specialized experience. Include a minimum of two (2) Government and one (1) private industry project. Include customer/client point of contact, with name and telephone number for each project. Indicate which consultants from the proposed team, if any, participated in the design of each project. 3. CAPACITY: Indicate the firm's proposed staffing of the project team for the specified contract performance period. Briefly describe the system for project scheduling and execution of a given delivery order task. Discuss the procedures as to how the project team gears up when facedwith performing multiple delivery orders. Include the name and experience of key team member(s) responsible for coordinating these tasks. Describe the computers and software packages to be utilized for this contract. Detail the firm's experience with the software packages. 4. PAST PERFORMANCE: Describe the firm's standard operating procedures to assure quality, cost control and discipline coordination for the project plans and specifications. Identify the team member who is responsible for implementing these procedures. List recent awards, commendations and other performance evaluations. 5. RECOVERED MATERIALS: The firm must demonstrate success in prescribing the use of recovered materials in construction and achieving waste reduction and energy efficiency in facility design. 6. List the small disadvantaged or women owned business firms to be used as primary consultants or as subconsultants. If a large business concern is selected for this contract, they will be required to submit a subcontracting plan that should reflect a minimum of 5% small disadvanted business of the amount to be subcontracted out. 7. LOCATION: The projects will be located at the Naval Construction Battalion Center, Port Hueneme, CA and surrounding Oxnard Plain area. Address the firm's knowledge of probable local site conditions and applicable codes. Detail how the firm would respond to a request for a field investigation or job site visit including the lead time required for the firm to respond. 8. VOLUME: Firms will be evaluated in terms of work previously awarded them by Department of Defense (DoD) with the objective of affecting an equitable distribtion of DoD A/E contracts among qualified A/E firms, performance evaluations, and identified commitment to small and small disadvantaged businesses. List volume of DoD work, in design fees, awarded during the last 12 months and the approximate percentage of this amount for completed or ongoing projects similar to those required by this contract. All applicants are required to submit four (4) each, bound copies of SF 254/255 package. Copies of the submittal package is to be received in this office no later than 3:00 p.m., Pacific Time, on July 7, 1997. Submittals received after this date and time will not be considered. For firms applying with multiple offices, indicate the office which completed each of the projects listed in Block 8 and list which office is under contract for any contracts listed in Block 9. Firms not providing the requested information in the format (i.e., not providing a brief description of the quality control program, not listed which office of multiple office firms completed projects list in Block 8, etc.) directed by this synopsis may be negatively evaluated under selection criteria (4). This is not a request for proposal. Telegraphic and facsimile SF 255's will not be accepted. Site visits will not be arranged during the submittal period. See Note. 24. (0150)
