(301) 827-0966 The Food and Drug Administration (FDA) intends to
negotiate an Indefinite Delivery Indefinite Quantity (IDIQ) Contract
#223-97-5522 with Documentum, Inc., Pleasanton, California, on a sole
source basis for the acquisition of Documentum software licenses, and
associated maintenance, training, consulting and professional support
services over a five (5) year period. The Documentum software is
currently and will continue to be utilized to track, archive, and
retrieve data in the process of reviewing Investigational New Drugs
(INDs) and New Drug Applications (NDAs). Other than full and open
competition is justified because only the Documentum software has the
ability to accomodate the large compound documents and the workflow
required to process the INDs and NDAs. In addition, the FDA has
invested a significant amount of budgetary and human resources in the
development/customization of the Documentum product; therefore,
migration from this product to another at this point in time would
result in a substantial duplication of cost to the Government that
