The National Institute of Child Health and Human Development is seeking to determine if there are a sufficient number of small businesses who are qualified to perform the following requirement: The resulting task order contract will provide support for 1) annual planning meetings, scientific conferences, and advisory group meetings; 2) the planning, development, and transmission of materials from these meetings; 3) the establishment of systems to collect, review, monitor data, and disseminate decisions emanating from the planning process; 4) development of publications resulting from the planning process; 5) the strengthening of NICHD's ability to respond to public telephone and mail inquiries; 6) the production of print or electronic media materials; 7) the evaluation of the effectiveness of the messages and medium used; 8) the maintenance of an electronic database of contacts; 9) ensuring that the NICHD home page achieves its full potential offered by state-of-the-art communications technology; and 10) the establishment, cataloging, and maintenance of an archive of NICHD published documents, press releases, slides, photos and other audio-visual materials. It is planned that only one contract will be awarded. Organizations responding to this sources sought must reside within the Washington-Baltimore Metropolitan Area. The response should provide sufficient information to demonstrate that they have extensive experience in staffing, managing and operating a clearinghouse, and facilities to receive, store, retrieve, and distribute a large number of written materials. In addition, they must demonstrate that they have available personnel with three years experience in biological and social science writing, strategic planning, meeting and conference support, development and management of public health campaigns and outreach activities, and quantitative and qualitative analysis and evaluation. The responses will be used solely to determine if there exist sufficient small or small disadvantaged business expertise to warrant a set aside.
