The U.S. Department of Energy is seeking expressions of interest from
potential sources for technical and analytical support services to the
Headquarters Office of the Strategic Petroleum Reserves (SPR). THIS IS
A SOURCES SOUGHT SYNOPSIS -- NO SOLICITATION IS AVAILABLE. The
contractor is to provide technical and Analytical Support Services to
the SPR Headquarters Office in Washington, DC in the performance of its
role of program planning and analysis, environmental reviews and
assessments, petroleum logistics and refining studies and SPR system
assessments and analyses. The contractor must provide all the support
required in the following areas: (1) Program Planning and Economic
Modeling -- The contractor will be required to assess and analyze the
cost and benefits of various SPR sizes, configurations, and drawdown
rates, the impact various crude mixes, the SPR's pipeline and marine
distribution capabilities, and the use of financial market instruments
to secure future funding for oil acquisitionor program cost: (2)
Environmental Assistance -- The contractor will be required to assist
the SPR Office in complying with DOE's National Environmental Policy
Act compliance requirements by conducting environmental reviews and
preparing supplement analyses, environmental assessments and
environmental impact statements: (3) Petroleum Logistics and Refining
Studies -- The contractor will be required to assist the SPR Office in
the analysis of petroleum import logistics and pipeline and market
transportation systems, analyzing and modeling data on US crude oil
production, imports, and expected regional demands, and the analysis of
petroleum markets and trends in refining technology and capacities to
support SPR configuration and drawdown planning; and (4) System
Assessments and Analyses -- The contractor will be required to assist
the SPR Office in its assessments of SPR operating efficiencies,
performance capabilities, and reliabilities (availabilities), and
assist in the SPR's planning, execution and evaluation of SPR ES&H
programs and emergency preparedness activities. Approximately 20,000
direct productive labor hours of support may be required for each year
of support. Companies interested in providing/competing for SPR
support services must possess: 1) knowledge and capabilities in
applying macroeconomic models to assess programmatic benefits
associated with various sizes and configurations of the Reserve, 2)
knowledge and capabilities in the use of financial market instruments
such as options and futures, 3) knowledge and experience in conducting
NEPA review activities and preparing Environmental Assessments and
Environmental Impact Statements, 4) knowledge and experience in
analysis of petroleum logistics and refinery modeling, 5) knowledge and
experience in technical and ES&H assessments of petroleum storage
facilities, systems and operations. The assigned SIC code for this work
