in which the selected contractor shall provide complete structural
demolition and construction services. The project includes but is not
limited to providing all labor, materials, equipment, and supervision
required for the demolition of existing floors and partitions, removal
of existing beams, columns, masonry bearing walls, and the subsequent
construction of modified structural framing, floor decking, and
building fabric. The construction includes the complete build out of
two district courtrooms and ancillary spaces -- i.e. Judges chambers,
conference rooms, libraries, law clerk offices, secretary/waiting
areas, court reporter facilities, witness rooms, attorney conference
rooms, jury deliberation rooms, private toilets, etc. The work can
further be described as including the build-out of one-one story
courtroom and one-two story courtroom inclusive of spectator gallery,
refinishing of existing historic millwork, new millwork, court
furniture, partitions, wall covering,carpeting, suspended acoustical
and cast plaster tile ceilings, fire protection and sprinkler system
modifications, security provisions, plumbing, HVAC, and electrical
work. This project will include options. The estimated construction
cost is $1 to $5 million. The estimated construction period for this
project is 600 calendar days. Funding is not currently available. The
SIC is 1542, and the applicable small business size standard is
$17,000,000 which is based on average annual receipts for the past
three fiscal years. This solicitation is open to all business concerns
IAW the Small Business Competitiveness Demonstration Program.
Therefore, responses from both small and large business concerns will
be considered and evaluated for selection. Award to the successful
offeror, if not a small business concern, will be contingent upon
submission and approval of an acceptable subcontracting plan. Closing
date and time of submittal of offers is 082597 at 4:00 p.m. (local
time). A single-phase evaluation process will be used. The evaluation
of proposals will be done on a go-no go source selection basis. The
selection will be made to the responsible offeror with the lowest price
technically acceptable proposal based on the evaluation factors
established in the Request for Proposal (RFP). In addition to the
documentation required to illustrate the evaluation criteria, offerors
are required to submit a price proposal and a subcontracting plan.
Attendance at the pre-proposal conference with a site walk through is
mandatory in order to submit an offer for this solicitation. Offers
will be opened privately. The number of proposals received, the
identity of the offerors, the amount of any offer or relative standing
of any offer will not be disclosed. RFP will be available o/a 061697.
