This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: DAAB07-97-R-0020; is issued as a Request for Proposal (RFP). This is a DO rated order under Defense Priorities and Allocations Systems (DPAS). CECOM Acquisition Center intends to acquire, on a sole source basis from Vertex Communications Corporation, of Kilgore, Texas, upgrades to the Direct Communications Link (DCL) Satellite Earth Terminal, Vertex Antenna Model Number 15KPC (2 each), as outlined in subparagraphs a through e below: The following Provisions and Clauses are incorporated into this RFP by reference and are in effect through Federal Acquisition Circular 90-46 March 1997, effective May 16, 1997. No additional FAR clauses apply. The contractor is required to provide all material, labor, supplies, shipping, system integration and training. The single antenna drive motors must interface with the existing redundant Antenna Control Units (ACUs), ELECTROSPACE Model Number 93C-23. The contractor shall: a. Remove existing 75 ton jack screw assemblies and replace with upgraded 100 ton jack screw assemblies; b. Install new trunnion for down mounting of the input shaft; c. Remove existing dual drive motor configuration and replace with a single drive motor configuration; d. Functionally test the antenna drive system to ensure it is operating within normal parameters; e. Provide three copies of changes to the Operation and Maintenance Manual for Vertex Model 15PKC, 15 meter C-Band Satellite Earth Station Antenna as installed at the Direct Communications Link (DCL), Fort Detrick, Maryland. This documentation must include as built drawings, maintenance procedures, both routine and repair, illustrated parts break down, and part number changes pertaining to these modifications. Period of performance must be coordinated with the Government at a minimum of ten (10) days prior to the start of work. Start of work will be on or about 1 July 1997. The work on each antenna system will not exceed three days per antenna. The statutory authority for Other than Full and Open Competition is 10 USC 2034 (c) (1), Only One Responsible Source.
