Command, Control and Ocean Surveillance Center Research, Development,
Test, and Evaluation Division (NRaD) intends to negotiate a firm fixed
price, sole source contract in accordance with FAR Part 12 with
Interstate Electronics Corporation of Anaheim, CA for the following
commercial off-the-shelf item: * Model SCS 2400 NAVSTAR GPS Satellite
Constellation Simulator which combines the differential capability,
Wide Area Augmentation System (WAAS), Local Area Augmentation (LAAS)
capability, Receiver Autonomous Integrity Monitoring (RAIM), attitude
determination capability, 24 Satellite vehicles to be able to combine
the GPS, WAAS, LAAS, RAIM signals, and be SA-AS capable on both LI/L2
GPS frequencies. This system will allow for complete simulation of all
possible satellite combinations in a classified and unclassified
constellation. It will include the capability to test differential GPS
receivers, all-in-view GPS receivers and it will have the capability
to test very precise carrier phase GPS receivers. It will include
software drivers to allow for existing NRaD derived simulation software
to externally drive the simulator. The system will be fully configured
and factory integrated. The above item must be able to interface with
the existing systems at NRaD. The simulator must be capable of
generating very precise carrier/code phase signals, 24 full L1/L2 GPS
Y-code signals, combination L1/L2 GPS/GLONASS signals, WAAS, LAAS, RAIM
capability, attitude determination to the centimeter range, update
rates of at least 100 Hz with fully deselectable down to 10 Hz for
existing projects at NRaD. The NRaD GPST system consists of a Stanford
Telecommunication 5 Channel Satellite Simulator and a Computing
Applications Software Technology (CAST) computer system. The
solicitation document will be issued approximately on 17 June 1997. For
