This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation 52SBNB760137 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This action is being done under Simplified Acquisition Procedures. The Standard Industrial Classification (SIC) code is 3825. The small business size standard is 750 employees. This procurement is unrestricted and is being advertised as full and open competition. The solicitation CLINS are as follows: CLIN 0001, Infrared imaging camera system consisting of a 128x128 indium antimonide (InSb) focal plane array with pixel size about 60x60 micrometer peak-to-peak with a pour-fill liquid nitrogen dewar for cooling with operational minimum hold time of 6 hours and four position cooled filter wheel allowing interchanging filters without removing lens or opening vacuum chamber. Camera lenses are 25 Millimeters Effective Focal Length (minimum focus distance about 10 Centimeters), 50 Millimeters Effective Focal Length (minimum focus distance about 75 Centimeters), and 100 Millimeters Effective Focal Length (minimum focus distance about 1 meter) Effective Focal Length f/2.3 or F/3 lens and lens extender rings (0.05", 0.10", 0.20", 0.30", and 0.4"). The array and lens spectral response is to cover the 3 micrometer to 5 micrometer wavelength band and have a dynamic range of a minimum of 14 bits. Four filters for the four position cold filter with wavelength bands of (a) 3 micrometer to 5 micrometer, (b) 2 micrometer to 3 micrometer, 3 micrometer to 4 micrometer, and (d) 4 micrometer to 5 micrometer including a reduced aperture of one-half the standard aperture diameter. The minimum computer configuration is a 200 MHZ Pentium, 16 MB memory, 1 GB harddisk, 3.5" floppy disk, 5.25" floppy disk, 14 bit analog-to-digital board and framegrabber board, 15" IBM compatible display multiscan monitor, Window 95 operating system, minimum of 3 free PCI expansion slots. The temperature range of source under study (no-filter) should cover the -40 Degree Celsius to 900 Degree Celsius range or more by varying integration time. At least two and preferably up to ten or more calibration points to be set over temperature interval selected by user should be provided. Calibration area is to be any area in image selected by user via software. Uniformity correction area is to be any area in image selected by user via software. The noise-equivalent temperature differential (NETD*) at 300 Kelvin is to be less than 12 MilliKelvin for single frame, 4-5 MilliKelvin with frame averaging. Frame rate is to be adjustable between 3 Hertz to 60 Hertz or more. Integration time standard is to be user selected at any value up to frame rate limit typically 16 Milliseconds. The focal plane array is to be read in snapshot mode, simultaneous reading of all pixels, Qty. 1 each; CLIN 0002, Four position cold filter wheel for pour-fill liquid nitrogen dewar with operational minimum hold time of 6 hours, Qty. 1 each; CLIN 0003, Four filters for the four position cold filter with wavelength bands of (a) 3 micrometer to 5 micrometer (b) 2 micrometer to 3 micrometer, 3 micrometer to 4 micrometer, and (d) 4 micrometer to 5 micrometer including a reduced aperture of one-half the standard aperture diameter, Qty. 1 each; CLIN 0004, Standard 100 Millimeters f/3 or f/2.3 EFL lens with minimum focus distance of about one meter, Qty. 1 each; CLIN 0005, Standard 25 mm f/3 or f/2.3 Effective Focal Length lens with minimum focus distance about 10 centimeters, Qty. 1 each; CLIN 0006, Lens extension ring set for close-up focus with thicknesses of 1.3 mm, 5 Millimeters, 7.5 Millimeters, and 10 Millimeters, which can be used in any combination, Qty. 1 each; CLIN 0007, 14 bit resolution analog to digital conversion board for recording images, Qty. 1 each; CLIN 0008, One year of software upgrade for all software controlling camera functions and image storage, retrieval, and analysis. Software display features are to include (but not limited to) brightness and contrast control, intensity and temperature transforms, freeze frame, math and statistics on intensities, histogram and line plots, real-time frame averaging, data storage and retrieval, image manipulation, e.g. addition, subtraction, etc. Display colors should include black&white, false color, reverse black&white. Camera function control is to include: 1) all functions controlled by display control computer 2) optional control of frame acquisition by remote computer via RS232 of IEEE 488. Frame data storage on hard disk in ASCII format, or easily converted to ASCII via programs supplied, and compatible with standard document and spreadsheet software, e.g. Word, Word Perfect, Excell, etc. F.OB. Point: Destination, Gaithersburg, Maryland. Delivery Required: within 60 days after contract award. Inspection and acceptance will be at destination. Evaluation of Commercial Items: Offerors are advised that award may be made without discussions. The Government will award to the responsible offeror who proposal is determined most advantageous to the Government, technical and price factors considered. Technical merit is slightly more important than price. While price shall be a factor in the award decision, award may not necessarily be made to the vendor submitting the lowest price. The evaluation of offerors shall be based on two criteria in descending order of importance: Understanding the requirement and past experience. Offerors responding to this RFP must submit unit and extended price for all requested items, prompt payment terms, past performance information, product literature, and a completed copy of the provision at FAR 52-212-3, Offer Representations and Certifications- Commercial Items (available at www.nist.gov/admin/od/contract/contract.htm), with their proposals.
