Commerce/NOAA/NWS Office of Hydrology has responsibility for research,
development, and implementation of software that will provide accurate
hydrologic streamflow predictions. NWS/Office of Hydrology requires
advanced methodologies for estimating threshold runoff in an
operational environment at NWS River Forecast Centers (RFCs). The
proposed threshR work involves developing a dual processing procedure
that will enhance the generation of threshold runoff values and porting
selected portions of the software to a supercomputer for enhanced
operations. NWS/Office of Hydrology intends to negotiate on a sole
source basis with the Hydrologic Research Center, located in San Diego
California, to develop, research and implement improvements to the
current version of threshR software developed and supported by the
Hydrologic Research Center and currently used at NWS RFCs to produce
flash flood predictions. Other offerors that have the ability to
provide the above service are invited tosubmit information as to their
capabilities and any other pertinent data to the address above, to be
received no later than 15 days after the date of this notice. No
solicitation document exists: therefore, a request for such document
will not be considered. Award will be made under Simplified Acquisition
