(INL) of the Department of State intends to award a contract for
personal services to an individual to provide assistance in the
formulation of plans for possible regional law enforcement academies
that would be located in foreign countries and established in
collaboration with host governments. As INL's authority to award
personal services contracts is limited to contracts with individuals,
only individuals will be considered for contract award. The contractor
will develop a formal conceptual model for the establishment of
regional International Law Enforcement Academies (ILEA) drawing,
initially, on U.S. experience with the ILEA in Budapest, Hungary, a
joint government of Hungary, U.S. State Department and Department of
Justice initiative. The contractor shall submit findings and
recommendations that will be universal, i.e., applicable to a regional
ILEA in the western hemisphere or to one in Southeast Asia. The
contractor, working under the direction of INL's Office of
International Criminal Justice, will contact appropriate State
Department personnel in Washington, Budapest and Southeast Asia. The
Departmentof State will arrange for necessary interviews with
appropriate foreign officials and U.S. law enforcement personnel
abroad. The work will involve travel to Washington, D.C. Budapest,
Bangkok and, as appropriate, to Cambodia, Vietnam and Laos. The
contractor will provide a report comprised of two distinct parts: 1. a
universal conceptual model for ILEAs and, 2. the model applied to a
regional ILEA located in Bangkok, Thailand. Part 2 of the report must
be of sufficient specificity and congruent enough to the U.S.
Embassy/Thailand country team concept for the regional ILEA to serve as
a general work plan for the establishment of an ILEA in Bangkok. Within
thirty days of the award of the contract, the contractor will brief INL
staff and submit a draft of part 1 of the report, the conceptual model.
It is expected that travel to Washington, D.C. and Budapest will have
been completted within the intital thirty days. Within sixty days of
contract award, the contractor will brief INL staff on the complete
project and deliver the final versions of parts 1 and 2 of the report.
The estimated duration of the contract is sixty days. Under the
contemplated personal services contract, the contractor will be
treated, in most respects, as a federal employee except for programs
administered by the U.S. Office of Personnel Management. Required
qualifications: -- Senior management experience in civilian police
administration -- Demonstrated experience in formal law enforcement
training -- Demonstrated knowledge of the Federal government law
enforcement interagecny process -- Demonstrated experience in directing
a multinational police agency or organization Applicants will be
evaluated on the extent to which their responses reflect -- Management
experience in civilian police organizations -- Experience in
developing and conducting formal law enforcement training -- Knowledge
of the Federal government law enforcement community and interagency
process -- Experience in directing a multinational police agency or
organization The anticipated award date is June 27, 1997. Interested
