U.S. Department of Energy is seeking sources for technical support
services to conduct facilities planning and engineering studies for the
Strategic Petroleum Reserve (SPR). THIS IS A SOURCES SOUGHT SYNOPSIS --
NO SOLICITATION IS AVAILABLE. SPR facilities include four (4) crude oil
storage complexes in the gulf coast areas of Texas and Louisiana,
connected by pipeline to various commercial pipeline and marine
terminals. Crude oil is stored in large, underground caverns in salt
domes. Sought services will support the SPR Headquarters Office in
Washington, DC in executing its responsibilities for establishing
overall SPR policy, planning and program direction. The contractor will
be expected to provide support in all of the following areas: (1)
developing conceptual designs, technical performance specifications and
cost estimates for new underground salt dome oil storage and
distribution facilities, modifications to existing storage facilities,
and other prospective storage technologies including above- and
in-ground tanks and reservoirs, (2) conducting technical, cost and
benefit analyses of modifications to SPR systems and technical and
performance criteria, (3) performing life cycle cost analyses of
alternatives in various program areas such as storage sites, storage
technologies, oil fill and drawdown strategies, and system
enhancements, and (4) evaluating SPR operations and maintenance
strategies, performance and procedures against those utilized in the
private sector. Approximately 3,200 direct productive labor hours of
support may be required for each year of support. Companies interested
in providing/competing for SPR support services must possess knowledge
and experience in (1)design, construction and operation of underground
salt dome oil storage facilities and oil transportation and
terminalling facilities, (2) design, construction, and operation of
systems for underground and ocean disposal of brine resulting from the
cavern leaching or solution-mining process, (3) drilling and
completion of wells in salt and rock formations, and (4) mechanical
analyses of salt and rock formations to establish solution-mining plans
and conduct stability analyses of formations. The applicable SIC code
