is a combined synopsis/solicitation for commercial items prepared in
accordance withthe format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. B. Solicitation number: RFP
101-28-97 C. This solicitation document and incorporated provisions are
those in effect through FAC 90-45. D. This a 100% small business
set-aside. The Standard Industrial Classification Code is 8299 with a
small busines size standard of $5M. E. VA Requirement and Course
Description Requirement: The Department of Veterans Affairs, Office of
Acquisition Operations and Analysis Service requires commercial
training services for the presentation of a Contracting Officer's
Representative/Contracting Officer's Technical Representative
(COR/COTR) Course, to be presented at several VA locations. Nine (9)
courses are required to be held at the following locations: Washington,
D.C.(7); Birmingham, AL(1); Martinsburg, WV(1). The class size: not to
exceed 30 students. Training courses to be held between June 30 and
August 25, 1997. Course length: 5 days. Course Description: The
COR/COTR course should be designed and taught from a non-contracting
personel standpoint. The course should cover the roles of a COR/COTR in
the acquisition process in administering a federal contract. This
course should give a comprehensive overview of the acquisition proces
from pre to post award, and include topics such as: acquisition
planning, requirement description (SOW); selection of contractor,
technical input, their role in administering the contract, monitoring
performance and the standards of conduct as they relate to a COR/COTR.

Price: __ ____ Total Price__ ____ G.Proposal requirements: All offerors
shall submit a price proposal that covers any and all costs associated
with the performance of this training. A fixed price contract will be
awarded. Submission of a technical capability statement, to include
sample course material is required to evaluate course quality. A copy
of resumes for all instructors is required. Three (3) references are
required from companies/agencies you have provided COR training for,
within the past 18 months. All references must include: name of
company/agency, contracting officer name, phone number and course
dates. Two copies of all technical, administrative and price proposals
are required. H. Training Schedule: Course schedule will be negotiated
with the awardee, however, we expect to begin training not later than
the week of June 30, 1997. The courses will be held at VA locations in
Birmingham, AL; Martinsburg, WV and Washington, DC (The Washington DC
location may be held at a VA site or the offeror's site). I. The
provision at 52.212-1, Instruction to Offerors-Commecial Items applies
to this acquisition. J. Offers will be evaluated based on technical
capability, price and past performance. These factors are not listed in
any particular order of importance. The Government intends to award
without discussions, therefore the initial offer should contain your
best terms from a price & technical standpoint. K. All offerors must
submit a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items with its offer. L.
52.212-4, Contract Terms and Conditions (Commercial Items) applies to
this acquisition. M. Offers are due June 16, 1997 at 2pm. All packages
must be clearly marked with the solicitation number. Offers should be
