USAID requests proposals from private firms, universities, or PVO'S to provide technical services to help the Mission and its partners (GRM, PVO/NGO, Malian communities) meet defined performance measures necessary to achievement of the Sustained Economic Growth (SEG) SO. Again, efforts will focus on assuring quality and capacity of Malian institutions (executive and elected government officials, especially at decentralized levels, private commercial sector, PVO/NGOs, community organizations and communities, etc.) to provide technical services to help the Mission, particularly the SEG core team, and its expanded team partners meet defined performance measures necessary to achievement of the SEG SO. Efforts will focus on promoting increases in production, processing and trade in the key economic sub-sectors of cereals, livestock, and alternate commodities. A five-year cost-plus-award fee type contract is expected to be awarded based upon the criteria set forth in the RFP, which shall include an evaluation of the Offeror's past performance. To help identify potential subcontractors, a list of all organizations requesting a copy of the RFP will be sent with this RFP. Organizations are encouraged to indicate whether they are disadvantaged enterprises when requesting the solicitation and may indicate that they do not wish to be included on the list. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does USAID verify the claimed status of the organizations. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation document.
