(415)794-6336 The United States Postal Service (USPS) intends to issue
a fixed price Design/Build contract for New Construction Owned of the
Honolulu, HI Carrier Annex. The gross area is approximately 34,560
square feet. The new Carrier Annex will be added to a site currently
occupied by the Honolulu Main Office whose functions are to be kept
fully operational throughout the construction process. Project
completion is scheduled for 180 calendar days after award of the
contract. The overall development expected under this project consists
of, but is not limited to, the following: (a) Design and preparation
of the construction drawings, calculations, and technical
specifications for the new carrier annex. Design to be in conformance
with latest codes in use by the city of Honolulu. (b) Construction of
the building and development of the site, including demolition of
existing paving and portion of existing platform, construction of all
on-site improvements, utility connections, underground storm drainage
system, and fire protection sprinkler and fire alarm systems, to result
in a complete and operable facility. Contractor's qualifications will
be evaluated on the following: (1) Must be experience in design/build
construction projects of similar complexity and furnish a summary list
of current, or past (within the last 5 years), design/build projects
which demonstrates an on-going working relationship between your firm
and the other design/build team members being proposed by your firm and
be licensed in the State of Hawaii prior to award., (2) References of
previous clients on current and past design/build projects, (3)
Financial stability, (4) Capacity (current workload in relation to
company resources), (5) Design and engineering capabilities of the
Architect/Engineer Firm who must be licensed in the State of Hawaii (6)
Project management capabilities (7) Bonding capacity. Firms shall
submit a completed SF 255 and SF254 that demonstrates the firm's design
and engineering capabilities. Firms shall also submit a completedSF254
for each proposed consultant (e.g., structural consultant, HVAC
consultant, etc. as applicable) The estimated range is $3,000,000 to
$3,500,000. The minority subcontracting goal is 20%. The Postal Service
may reject any or all proposals, and may waive informalities and minor
irregularities in proposals received. Offers will not be publicly
opened. All proposals will remain confidential until contract award.
Offerors are encouraged to submit their proposals via U. S. Postal
Service First Class, Priority or Express Mail. Firms not selected will
be notified within 60 days of receipt of proposals. The Postal Service
does NOT accept individual sureties. Performance and Payment Bonds must
be received within ten days after the issuance of the Intent to Award
letter. Completion must be within 180 calendar days after Notice to
Proceed. There will be a $50.00 non-refundable charge for the
solicitation. Requests must specify the solicitation number and be made
payable to the "USPS Disbursing Officer" and mailed to "Pacific
Facilities Service Office, 395 Oyster Point Blvd., Suite 225, South San
Francisco, CA 94099-0300". Requests for the solicitation must be in
writing, no telephone request will be accepted. The solicitation will
be available as of June 12, 1997. This solicitation is being issued
pursuant to the authority of the U. S. Postal Service Procurement
