equipment, supplies and coordination required to install water lever
controls, basin heaters, and reinsulate piping for two cooling towers
located at Bldg 228. The cost range for this project is approximately
$25,000 to $100,000. Request bid sets from Angie Whitley, WR-ALC-PKOC,

Fax: (912)926-3568. Charge for solicitation has not been determined at
this time. Make checks payable to Accounting and Finance Office. The
request should contain Company Name, Address, Point of Contact, Cage
Number, Size of Business pursuant to Standard Industrial Classification
(SIC Code 1711 ($7 M annual receipts), and statement of domestic or
foreign ownership. Foreign owned sources should indicate the country of
ownership. The only US contractors who may participate are those that
are certified and registered with DLSC (1800-352-3572) and have a
legitimate business purpose. The extent of foreign participationhas not
yet been determined. MOU country sources must contact the Contracting
Officer within 15 calendar days of the date of this synopsis notice to
receive a copy of the solicitation at the time it is initially issued.
Issuance of the IFB/RFP will not be delayed to review requests from MOU
country sources received after 15 days or from non-MOU country sources.
Nothing in this notice contradicts other restrictions, identified in
the synopsis notice or solicitation, regarding eligible sources (e.g.,
if this is a small business set aside, foreign sources may not
participate as potential prime contractors but could, if otherwise
eligible, participate as subcontractors). US Contractors must report
any employees that are not US citizens that will be working on this
requirement/acquistion to the Contracting Officer prior to submitting
their offer. The approximate issue date will be 26 June 97 with the
approximate response date of 25 Jul 97. No telephone requests will be
accepted. Only written or faxed requestsreceived directly from the
requester are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. All potential
Offerors should contact the above listed point of contact identified
above for additional information and/or to communicate concerns, if
any, concerning this requirement. If your concerns are not satisfied
please contact F.D. Tant, Contracting Officer at (912) 926-2057. If the
Contracting Officer does not satisfy your concerns, an Ombudsman has
been appointed to hear serious concerns that are not resolved through
established channels. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate serious contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or inthe source selection process. When
