Development Systems Manager (ASC/SMN) is seeking sources to produce
eight (8) AN/ALQ-184(V)9 Electronic Countermeasures (ECM) systems.
These systems will be utilized by the Air National Guard using their
F-16 Block 25/30 configured aircraft. Also included in this effort are
the repair requirements to support eighteen (18) sets of (V)9-unique
circuit cards (Electronic Countermeasures Control Processor, Advanced
Correlation Processor, and Reprogrammable Low Band), associated
interface maintenance, spares, support equipment and training source
data. The Government will provide eight (V)5-configured ALQ-184 pods
and eight (8) Multi Platform Launch Controllers as GFP. It is
anticipated that these GFP items will be available within the first
three months of the contract. The ALQ-184(V)9 production program will
continue the integration of the ALE-50 towed decoy system in a 3-band
ALQ-184(V) ECM pod. The ALE-50 towed decoy system cannot be carried on
F-16 Block 25/30 aircraft without thismodification. This eight (8) pod
production program will compliment ten (10) previously developed pods
scheduled to be operational in Jul 97. These additional (V)9 pods will
allow an entire squadron of F-16 Block 25/30 aircraft to operate with
a pod version of the ALE-50 system. Raytheon E-Systems Goleta Division
(ESGD) developed the ten (10) pods under an advanced technology
demonstrator contract. Reprocurement data is not available at this time
for the AN/ALQ-184(V)9, subsystems or components. There are no
follow-on production buys anticipated at this time. Approximately a one
(1) year production contract will be awarded in late CY 97 with the
first delivery scheduled twelve (12) months after receipt of order
(ARO) and the last delivery fifteen (15) months ARO. All components and
subsystems of the system must be delivered concurrently. Program
specific information will be available via the ASC PIXS system. The

Questions or comments received after 30 days, or received not in
accordance with the above procedures, will not be formally responded to
by the Government. Interested contractors must submit the following
information for evaluation to the Government in response to this
Commerce Business Daily announcement: 1. Information on their
capabilities to produce complete F-16 AN/ALQ-184(V)9 ECM Systems. The
intent is to award one contract to a contractor responsible for
production of the complete system. 2. Information validating their
ability to produce F-16 AN/ALQ-184(V)9 systems to meet the schedule
outlined above. 3. Past experience in system engineering and system
integration of systems of similar complexity. 4. Description of
existing ECM Towed Decoy development and manufacturing experience, to
include number of EW contracts worked as a prime or subcontractor
during the past ten (10) years (Minimum qualifications for this effort
require experience in the design, development, integration,
manufacture and test of electronic warfare towed decoy systems.). 5.
Qualifications of lead management and engineering personnel (to include
pertinent information relevant to the tasks outlined above) projected
to work on this contract. 6. Organizational structure, with emphasis on
how this project fits into the company's overall Electronic Warfare
development and production process. 7. Information on existing plant,
laboratory, and test facilities needed to accomplish this program. The
description should also include the contractor's capability to provide
for the security of classified and unclassified hardware and
storage/handling of documentation up to the SECRET level. Minimum
personnel security clearance requirements for this effort are SECRET.
Any deficiencies in capability and a proposed fix to those deficiencies
shall be provided. All respondents shall indicate whether they are
large, small, or small disadvantaged businesses in relation to SIC Code
3728, size standard 1000 employees. The Government reserves the right
to set this action aside for small business. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern. Potential offerors are invited to contact the ASC
