BUSINESS CONCERNS. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR
COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is 53SBNB760147 and the solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. The standard industrial classification
(SIC) code is 5065 and the small business size standard is 500
employees. As part of the High Speed Network Technologies Group's
research program on digital video, NIST is conducting experiments on
transmission of digital video information over the Asynchronous
Transfer Mode (ATM) networks. The purpose of the experiments is to
study the Quality of Service requirements for transporting compressed
digital video information over ATM Networks. An ATM network traffic
generator and performance monitor is needed to analyze QOS parameters,
to inject network errors and delays into video streams, and to
generate loads on the link that carry video data. The contractor shall
provide an ATM Network Load Test System as follows: CLIN 0001: ONE ATM
NETWORK TRAFFIC GENERATOR AND PERFORMANCE ANALYZER that is capable of:
1) SUPPORTING up to 16 interface cards; 2) GENERATING traffic at full
SONET OC-3 rate (155 Mbit/s) on each of 16 interface ports; 3)
SPECIFYING arbitrary VPI/VCI numbers and generating at least 3,000
simultaneous VPI/VCIs on each interface port. The traffic
characteristics of each VPI/VCI must be controllable by the following
parameters: a) statistical models of the source; b) ATM Service classes
(CBR, VBR); c) traffic shaping parameters (peak cell rate, cell delay
variation tolerance); d) probability of random errors. 4) ANALYZING the
traffic at full SONET OC-3 rate (155 Mbits/s)in real time on each
interface port and producing Quality of Service performance
measurements as well as cell statistics. Type of measurements include,
but not limited to, ITU I.356 performance parameters, cell count, cell
rate, error count, bandwidth utilization. 5) CAPTURING cells of up to
16 selected VPI/VCIs at full link (interface) rate. 6) SIMULTANEOUS
cell generations and analysis. The vendor to provide two sets
hardware/software, one set to do simultaneous generation and analysis,
the other set to do generation only. CLIN 0002: ONE ATM NETWORK
IMPAIRMENT GENERATION MODULE for Clin 0001. The module shall support:
1) GENERATION of impairment on a single direction on selected VPI/VCIs;
2) GENERATION OF impairments including addition of variable cell delays
and injection of cell errors on individual cell streams, or on any cell
stream in burst mode. CLIN 0003: ONE SONET OC-3 MULTIMODE FIBER
INTERFACE CARD for CLIN 0001. CLIN 0004: ONE TAXI 100 Mbits/s INTERFACE
CARD for CLIN 0001. Delivery will be within30 days after receipt of the
order; FOB Destination. Award will be made to the vendor when
evaluated, is technically acceptable, and provides the lowest price.
The provision at FAR 52.212-1, Instructions to Offerors -- Commercial
Items applies to this acquisition. FAR 52.212-2, Evaluation-Commercial
Items, includes evaluation criteria in paragraph (a) technical
capability to meet the specifications and (b) price. Technical
capability is approximately equal to price. The clause FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items, applies to this
acquisition. Pursuant to FAR 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders -- Commercial Items,
the following FAR clauses are hereby incorporated by reference: FAR

responding to this RFQ must submit unit and extended price for all
requested items, technical literature demonstrating the items offered
to meet NIST's requirement, and a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items (available at www.nist.gov/admin/od/contract/contract.htm), with
