66 -- DRUG DETECTION SYSTEM SOL DAHA90-97-R-0018 DUE 061897 POC Major Hodges, Contact Point, 703-681-0606, Major Fulkerson, 703-681-0605 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. Solicitation DAHA90-97-R-0018 is issued as a request for proposal (RFP). The National Guard Bureau intends to procure fifteen (15), with an option to purchase up to ten (10) additional, commercially available off the shelf, drug detection systems. Require Barringer Ionscan Model 400, ITI Ion Track Itemizer, or equivalent including peripherals, transportation cases (suitable for airline travel), training for 2 operators per system, technical manuals, on call technical assistance, and warranty (including optional extended warranty). The Government intends to make multiple Firm Fixed Price (FFP) contract awards resultant from this solicitation to the offeror(s) whose offer conforming to the solicitation will provide the best value to the Government. The following factors shall be used to evaluate offers: All companies responding to this solicitation must have participated in the Benchmark Evaluation Studies conducted by the National Drug Control Policy's Counterdrug Technology Assessment Center (NDTA) or must have a minimum of one year documented field experience. These systems must have met the following minimum technical requirements: (1) Detecting, identifying and providing quantitative data (in graphic format) for cocaine, methamphetmines, heroin, and THC; (2) Storage and retrieval of the data; (3) Sustained test cycle of at least one sample analyzed per minute for at least one hour. (A single test of a sampling cycle shall identify up to three of these substances as selected/programmed on site by the operator); (4) Consistent responses to narcotic load concentrations for both cocaine and heroin in the .05ug to 10ug microgram range; (5) Concurrently collect particulate samples at multiple locations within one mile using separate external sample detection devices; (6) System shall operate in an ambient temperature range of 30 to 100 degrees F; (7) Desire, a recovery time of less than 5 minutes after processing an above saturation amount of targeted drugs and or interferents; (8) Capable of transporting samples for analysis to the location of the base system; (9) Portable (able to be transported as commercial airline baggage) with no component weighing more than 75 pounds; (10) Transport cases (suitable for airline travel) are required. Companies providing proposals that do not meet the above minimum technical requirements shall be considered "Non-Responsive". In addition, the government shall conduct a two (2) step, hands-on, technical/operational system evaluation for those companies who are considered responsive. Step 1is a technical specification and validation evaluation. Systems will be evaluated on their ability to effectively detect and document the above stipulated substances, the weight of the system, and the cost of the system inclusive of warranty and accessory cost. Please provide extended warranty information and cost if available. Step 2 is a hands-on, operational evaluation. Systems will be evaluated on the following criteria: (1) Usability; set up, controls, operator feedback, data output, routine calibration, and operator manuals; (2) Credibility; calibration certification, manipulation prevention, printouts suitable for submission as evidence, documented expert in-court testimony, relative to past performance; (3) Cycle Time; set-up, analysis of ten samples, purging of system; (4) Mobility; portability, and durability of system; (5) Training; on system help messages, on call technical assistance, training program that includes two operators per system and results with the operator receiving a "certificate of training"; (6) Past performance will be evaluated on both documented technical performance as well as documented after sale service performance. The government reserves the right to award contracts to other than the lowest priced offers if, in its judgement, the technical superiority outweighs the cost difference. The Government reserves the right to award contract(s) to other than the highest ranked technical proposals if, in its judgement, the potential cost savings offset a minor difference in technical scores. The Delaware National Guard will host the National Guard Bureau technical/operational evaluation at Building 151, Bethany Beach Regional Training Site, DE, on 24-25 June 1997. Vendors will be notified by the National Guard Bureau Contracting Officer of the specific time for the evaluation of their equipment. Vendors will provide the item of equipment (same production model as proposed), transport cases, user manuals, technical documentation and training literature, and the expendable supplies necessary to conduct 50 tests using standard collection methods. In addition, a manufacturer's representative (limit two per company) is expected to demonstrate the features of the equipment as outlined in the evaluation criteria, and be available to answer questions during the operation of the equipment by the evaluators. The National Guard will furnish a classroom environment with tables and 110 volt power supply. F.O.B. Point: Destination, within CONUS and OCONUS. Please provide shipping cost in your proposal for OCONUS deliveries. Delivery required within 45 days after contract award, please provide a delivery schedule with your proposal, a list of delivery addresses will be provided upon request. Inspection and acceptance will be at destination. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Nr. 45, Jan 2 1997.
