commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation;, proposals
are being requested, and a written solicitation will not be issued.
This solicitation is issued as Request for Quotation (RFQ), number
DAAE30-97-Q-1244. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-38. The Standard Industrial Classification Number is 3663,
and the Business Size Standard is 750 employees. This acquisition will
be procured as a 100% Small Business Set Aside requirement. Period of
Performance shall be proposed by the offeror in their proposal.
DESCRIPTION: Perform, install and service of high performance audio
visual equipment in training, conference and production areas (herein
known as areas) at Picatinny Arsenal, NJ. The Government anticipates
five (5) of these areas. Funding is currently available for three (3)
of these areas. The other two will be listed as options in the purchase
order if the funding does not become available prior to award. The
contractor shall consider each location identified by the government
for installation and/or service of audio visual equipment as a unique
entity with unique requirements. All audio visual equipment defined by
the government for installation shall be provided by the contractor,
all audio visual equipment shall be new and state-of-the-art
manufactured by leading manufacturers and shall be either Commercial or
Broadcast grade. The contractor shall be required, but not limited to,
installation and/or service the following type of equipment:
monophonic audio systems, stereo audio systems, microphone systems,
audio teleconference systems, video teleconference systems, television
broadcast systems, television surveillance systems, video projection
systems, computer graphic projection systems, lighting systems,
lighting system upgrades, audio recording systems, video recording
systems, video reproduction systems, InfraRed (IR) and Radio Frequency
(RF) control systems, and support/interface systems. All offers must
comply with the performance specification and /or the brand name or
equal equipment list to be supplied to interested offerors at the
mandatory site visit on June 10, 1997. The contractor shall provide the
necessary trades, personnel, supervision, management, materials,
services, equipment, tools and facilities necessary to perform all
installation of the government audio visual areas. All personnel
selected to provide installation services to the government audio
visual areas shall be United States Citizens. The contractor shall
provide all necessary test equipment for analysis and specialized
testing when performing installation services to the government audio
visual areas. Installation services offered under the terms of a
Federal Supply Schedule contract shall be so stated to include GSA
contract number and terms. Installation services not provided under a
Federal Supply Schedule shall be fully articulated and shall
demonstrate compliance with the standards set forth in the Federal
Supply Schedules, and herein to include response times, equipment
restoral times, technical documentation updates and software updates.
FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition, with the following addenda: Per FAR 12.603(b), the
SF1449 is not used. Paragraph, Period of acceptance of offers --
Offeror agrees to hold the prices in its offer firm for 60 days. Any
interested/qualified sources who believe they can provide the required
equipment and installation services must respond no later than 1630
PM, Eastern Standard Time (EST), June 24, 1997. A mandatory site visit
of the planned five areas is scheduled for June 10, 1997 at 1100 AM --
1400 PM. A maximum of two individuals from each company will be allowed
to attend. The name, company, position, telephone number and
citizenship of each individual attending the site visit must be
provided to Helen Sammon by 1200 noon EST, June 9, 1997. All offers
will be evaluated in order to determine the offeror's ability to meet
the above stated capabilities and the referenced performance
specification. In addition, the DFAR Brand Name or Equal clause
252.211-7003 is part of the solicitation and the offeror shall identify
what equipment it is proposing. The Government will award a contract
resulting from this solicitation to the responsive responsible offeror
whose offer conforms to this solicitation, is the most advantageous to
the Government, price and other factors considered. The following
evaluation criteria shall be used to evaluate submitted offers: (1)
Brand Name or Equal compliance is a Go/No Go criteria. Offerors not
supplying the brand name or an equivalent substitute for the equipment
listed for the areas supplied at the site visits will not be
considered for further evaluation nor award. (2) The following criteria
are provided in descendingorder of importance: Past Performance 50%,
ability to meet Performance Specification 30%, Period of Performance
Offered 10% and Warranties offered on the equipment and installation
services 10%. a. Past Performance will be evaluated based on the
offeror's consistent delivery of quality equipment and installation in
a timely manner on previous awards. The Government will consider
information supplied from the list of sources each offeror supplies and
Government sources. The offeror shall provide a minimum of five (5)
references to which the same or similar products and services have been
delivered with the last 2 years. References shall include the
product/services delivered, contract number, date of contract award,
date of acceptance by the receiving organization, contracting office
point of contact, technical office point of contact (if available),
current telephone and fax numbers for both, and statement regarding
problems with the order and/or delivery. Responses may include
literature, brochures, and other such information corresponding the
required items which demonstrates the offeror's capability to fulfill
the requirements set forth herein. Special attention is directed to FAR
52.212-1(b)(10). b. Ability to meet Performance Specification will be
evaluated based on the proposed equipment and proposed installation
layout offered by the offer. The offer shall clearly demonstrate how
the products/services offered meet the performance specification. c.
Period of performance will be evaluated on the bases of the length of
time required by the offeror to complete the installations. d. The
warranties offered by the offeror on the proposed equipment and the
installation services will be evaluated based on the length of time for
the warranties and the extent of the warranties offered. Price will be
considered in the overall evaluation of the award, but the lowest
price will not necessarily be the deciding factor. Offerors shall
include a fully executed copy of the FAR provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, applies to this
acquisition. FAR Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, along with the following additional FAR
Clauses: 52.203-6, Restrictions on Subcontractor Sales to the
