Flight Center (GSFC) intends to issue Request for Offer
(RFO)5-08495-237, on a competitive basis, for the design, fabrication,
and testing of one Spaceflight Command Receiver, in support of the
Small Explorers-Lite (SMEX-Lite) program. Also, there may be an option
for up to two (2) additional receivers. The SMEX-Lite Receiver must be
delivered within 15 months after contract award in order to meet the
current integration, test, and launch schedules. Contract award is
currently anticipated on or about September 30, 1997. This procurement
is being conducted under the NASA MidRange Pilot Test Program approved
by the Office of Federal Procurement Policy. This procurement is not
considered a commercial procurement due to the extensive testing
program, which includes tests such as EMI/EMC, random vibration,
thermal vacuum, and vibration tests. This procurement also requires the
approval of printed wiring board coupons and provides for GSFC insight
into the program as well as approval of the test procedures. See
Numbered Note 26. The anticipated contract type is firm fixed price.
This procurement is being conducted on a full and open basis. All
responsible sources may submit an offer which shall be considered by
the agency. Offers shall be due 30 days after the release date of the
solicitation. The anticipated release date of the RFO is on or about
June 17, 1997, with an anticipated offer due date of on or about July
17, 1997. The solicitation will be available in electronic form
appearing on the GSFC Procurement Homepage at the following web
address: http://genesis.gsfc.nasa.gov/procure.htm or by submission of
a written request to Lorrie L. Eakin, by mail at the above address, by
facsimile, or by electronic mail. Verification of receipt of requests
rests solely with the requestor. Prospective offerors shall notify
this office of their intent to submit an offer. It is the offeror's
responsibility to monitor the web site for the release of the
solicitation and amendments (if any). Potential offerors will be
responsible for downloading their own copy of the solicitation and
amendments (if any). Hard copies may be obtained from the identified
point of contact; however, the closing date for the hard copy received
shall be the same as the solicitation, inclusive of any amendments,
released on the Internet. Any referenced numbered notes can be viewed

ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the pre-award and post-award phases
of this procurement. The Ombudsman will direct the recommendations of
the interested parties to the appropriate Government personnel and will
