New England System Support Office, is seeking the services of an A/E
firm to perform miscellaneous architectural, engineering, landscape
architectural and/or planning projects in the Lowell National
Historical Park and New Bedford's Whaling National Historical Park.
Projects include, but are not limited to, all types of building
rehabilitation and reuse, handicapped access facilities, building
services rehabilitation, canal and riverfront greenway development,
historic landscape site development and rehabilitation. Also,
preparation of compliance documents (environmental assessment and
environmental impact statements) to meet the requirements of the
National Environmental Protection Act, the National Historic
Preservation Act, Americans with Disabilities Act, and related state
laws. The services desired include, but are not limited to, program
planning, schematic design, design development, hazardous materials
assessments, and other Title I services; Title II Services, including
construction estimates, operation and maintenance manuals; and possible
Title III Services, including construction observation, site visits and
review of submittals and shop drawings. Required disciplines include
architecture and historic architecture, landscape architecture and
historic landscape architecture, engineering (civil, electrical,
mechanical, sanitary, structural, geotechnical and surveying). All
services will be provided under an indefinite quantity contract. The
total of work per year will not exceed $200,000 and each work order
will not exceed $100,000. The contracting firm is guaranteed a minimum
amount of $30,000 during the life of the contract. The term of the
contract shall be one year with four one-year options. All work will be
guided by NPS policies and directives. The following criteria shall be
used in the evaluation of prospective firms: 1) Professional
qualifications of the team firms -- 20%. 2) Professional qualifications
of team members -- 25%. 3) Specific recent experience and expertise
with indicated project types -- 25%. 4) Demonstrated experience working
as a team -10%. 5) The ability to communicate orally, in writing and in
perform on a daily basis with the professional planning and development
team members in Lowell -10%. 6) Ability of each team member to produce
coordinated drawings on autocadt -10%. This announcement is open to
all firms regardless of size and is subject to Public Law 100-656.
Firms that meet the requirements described in this announcement are
invited to submit a Letter of Interest and completed Standard Forms 254
for the prime and each consultant and a team Standard Form 255 which
should be receivied no later than thirty calendar days from the date of
this publication to: National Park Service, Contracting officer, 15
State Street, Boston, Massachusetts 021090-3572. Standard Forms 254 and
255 should be accompanied by a letter which provides the following: A
summary list of all team disciplines, a summary list of all team
members, and proximity of the closest full service office to Lowell.
