Lockheed Martin Space Mission Systems & Services (Lockheed Martin) is hereby soliciting information for potential sources for Wide Area Network (WAN) Data Distribution Services for the National Aeronautics and Space Administration (NASA) Consolidated Space Operations Contract (CSOC). The WAN will provide global telecommunications networking of voice, data, and video services in support of NASA and International Partner agencies, contractors and colleges and universities. The purpose of this solicitation is to out-source the services required to provide the WAN Data Distribution capabilities and attendant management and technical functions that satisfy NASA and non-NASA support requirements. The scope of the solicitation is to consolidate the management of and responsibility for providing all WAN data distribution services that today are provided by five diverse Wide Area Networks: The Program Support Communications Network (PSCN); NASA Communications (Nascom) Network; The Deep Space Network -- Ground Communications System (DSN-GCS); The NASA Aeronautics Network (AEROnet); and The NASA Science Internet (NSI). The Subcontractor shall be responsible for implementation, operations, maintenance and sustaining engineering of the WAN. A Cost Plus Incentive Fee (CPIF) subcontract is anticipated with a 5-year base period and a 5-year priced option for continued performance. Lockheed Martin is also contemplating plans to convert all or part of the subcontract to a fixed price incentive fee arrangement after three years of performance. (0154)
